This is a sources sought notice for information only. This sources sought is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender.


The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of State's strategic goals: (1) to reduce the entry of illegal drugs and migrants into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of, and support the enforcement operations of, their foreign criminal justice systems and law enforcement agencies.


U.S. Embassy Tegucigalpa, through INL, maintains a cooperation program with the Dirección Nacional de Fuerzas Especiales (DNFE) of the Honduras National Police, focused on supporting and improving training facilities for the COE at Lepaterique.


The existing Mess Hall, Kitchen, Storage, and Gym infrastructure at the COE compound is significantly deteriorated, presenting safety, fire, and structural risk to COE personnel. The Mess Hall and Kitchen/Storage roofs, walls, and electrical systems require complete removal and replacement with new self-supporting Aluzinc dome structures. The existing Gym requires concrete slab replacement, new flooring, a new structural support system for training equipment, roofing repairs, and electrical upgrades.


The completed facilities, installed equipment, and appliances furnished under this contract are provided as assistance to the Government of Honduras and will be transferred to the Dirección Nacional de Fuerzas Especiales (DNFE) upon final acceptance. The Contractor shall deliver all warranty documentation, operations and maintenance manuals, and training in a form usable by the end user.


This project consolidates three interrelated sub-projects into a single design-build procurement:


1. Rehabilitation of the Gym (concrete slab, flooring, structural support system, roofing, electrical, and door replacement);


2. Construction of new self-supporting dome roofs and structural components for the Mess Hall and Kitchen/Storage areas;


3. A kitchen furnished and equipped with all equipment and appliances necessary to feed 75 COE members, with all such equipment available in the local market to facilitate procurement of replacement parts, including warranty, maintenance, and training as needed; including plumbing, fire protection and life safety, and kitchen ventilation systems supporting safe and continuous food service operations



This is not a solicitation, nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement will be published on SAM.gov.

For the purposes of this acquisition the applicable NAICS code is 236220. Responses are requested no later than 09 October 2026 at 12:00 PM EDT. We will not answer technical questions or provide additional technical information at this time via this sources sought notice. Please understand that the rough order of magnitude is for the purposes of market research and your firm will in no way be committed to any estimate you provide under this notice.

  • The potential offerors need to demonstrate that they possess, within the last five years, construction experience similar to that described in this specified source sought category in Honduras. Offerors must verify experience commensurate with both construction and renovation of buildings/facilities.
  • Experience described above needs to include the offeror’s role, primary contractor or sub-contractor. Each project experience needs to include the contract number, the US Agency or private company that awarded the contract and contract monetary value.
  • Potential offerors shall be licensed and certified to perform architectural, engineering, and construction services in Honduras. Copies of the licenses and certifications must be submitted in response to the sources sought and are excluded from the two (2) page limit. Submit copies of such licenses. 
  • The potential offerors need to document experience in coordinating with host nation government(s) to mitigate and solve potential issues;
  • Experience in importation of materials, equipment, manpower, and any other necessary resources required for the completion of design-build projects;


3. Capabilities of Successfully Completing Construction (six (6) page limit):


  • Ability to provide all required design and engineering services, manpower, and materials to construct new buildings or to renovate existing ones;
  • Ability to provide and deliver required materials and equipment to projects located in Honduras;
  • Capabilities to import all required material and equipment through either sea or air transportation to Honduras;
  • Ability that, should a solicitation be issued in the future for this requirement, offerors should declare if the offeror is applying as a primary contractor, a joint venture or partnership or other as applicable to their submission.   
  • Ability that, should sub-contractors figure into an offeror’s plans, the offeror will be expected to specify what percentage of work will be tasked to assigned sub-contractors.
