AI Contract Overview
This request for information is a market research initiative issued by the Federal Bureau of Prisons under the Department of Justice to assess industry capabilities for developing a computer-based cognitive assessment system to evaluate cognitive abilities, academic achievement, and oral language skills among inmates. The effort is strictly for planning purposes under FAR Part 10 and does not constitute a solicitation, nor does it obligate the government to issue a future contract or award any funding. Respondents are asked to provide company details including their UEI number, business size classification, socioeconomic status, NAICS code, and SAM registration status, along with a capability statement outlining relevant experience and technical expertise. Industry feedback is also sought on appropriate contract types, suggested NAICS codes, industry risks, and rough order of magnitude pricing to inform potential acquisition strategies, including the possibility of a small business set-aside under FAR Part 19. The submission must be made by July 2, 2026, via email using a specified template and subject line; no payment is provided for response preparation, and no individual feedback will be given. The system must meet stringent federal security and accessibility standards, including Section 508 compliance, FIPS 140-2 encryption, FedRAMP certification for cloud hosting, and integration with DOJ-specific security protocols such as HSPD-12, FISMA, and FBOP InfoSec 1237.16. All contractor personnel must be U.S. citizens, obtain appropriate clearances—including background checks, fingerprinting, and urinalysis—and use government-furnished equipment to access federal systems. The government will require delivery of source code upon completion, and any cloud-based solution must be hosted in AWS GovCloud using SAML 2.0 or OAuth 2.0 for authentication with infrastructure-as-code templates. No formal contract clauses, evaluation factors, or pricing are established, as this is purely an information-gathering activity to determine market readiness and acquisition approach.
