W913E523R0001 PROCUREMENT TYPE: Pre-solicitation TITLE: Cold Regions Research and Engineering Laboratory (CRREL) Mobility Lab Building Upgrades CLASSIFICATION CODE: Z - Maintenance, Repair, Alterations of Real Property NAICS CODE: 236220 -- Commercial and Institutional Building Construction PSC CODE: Z2EB - Repair or Alteration of Maintenance Buildings DESCRIPTION: On or about 18 October 2022, this office will issue Request for Proposal (RFP) for Cold Regions Research and Engineering Laboratory (CRREL) Mobility Lab Building Upgrades/Renovations, Hanover, New Hampshire. The solicitation will close on or about 17 November 2022. This solicitation is set aside for SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. FAR and DFARS Representations and Certifications can be submitted at https://www.sam.gov/. Offeror must be certified as a Service-Disabled Veteran Owned Small Business at the time of submission of offer. Offerors SDVOSB certification will be verified for eligibility in the VIP database at: https://www.vip.vetbiz.gov. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management - SAM database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. PROJECT DESCRIPTION (approx. quantities) This project will include the complete winterization of the Vehicle Mobility Research Building (VMB) on the CRREL Hanover, New Hampshire campus to procure and install building insulation, a heating system, and replace the overhead and walk doors. Special construction and functional requirements: The Contractor will be required to commence work within 10 calendar days after Notice to Proceed (NTP) and complete the work within 30 calendar days after issuance of the NTP. Performance and Payment Bonds will be required. The above project description is for information only. Project scope of work is subject to change. The estimated construction cost of this project is between $100,000 and $250,000. SOLICITATION EVALUATION CRITERIA Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 EVALUATION CRITERIA. Submissions will be evaluated based on a Low-Price Technically-Acceptable evaluation criteria considering technical elements for evaluation (i.e., Specialized Experience, Project Management Plan, and Past Performance). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism.
