Cold Weather Programs

The New Hampshire Department of Health and Human Services, Division for Behavioral Health, is soliciting applications for Cold Weather Programs to mitigate the harmful impacts of homelessness across the state's ten counties. The program operates annually from approximately October 1 through April 30, providing low-barrier temporary shelters, hotel stays, and transportation to other housing options for individuals and families meeting the HUD Category 1 Literally Homeless definition. The anticipated contract period runs from July 1, 2027, to June 30, 2029, with the possibility of four additional one-year renewals. Total funding for these awards is not to exceed 1,920,000 dollars, with allocations determined by a base rate and January 2025 Point in Time counts for unsheltered homelessness. The Department intends to award one contract per county to the highest-scoring vendor, noting that this is not a low-cost award. Selected vendors must utilize the New Hampshire Care Connections Network for closed-loop referrals and report data via the Homeless Management Information System. Requirements include maintaining a safe and sanitary environment, adhering to New Hampshire RSA 126:A:26 standards, and ensuring Title VI compliance regarding limited English proficiency. Applicants must submit separate applications for each county by November 2, 2026, including a technical response to mandatory questions, a detailed program staff list with FTE counts, and redacted resumes for key personnel. All resulting agreements will be executed using the standard State of New Hampshire Form P-37.
