Cold Weather Programs

The New Hampshire Department of Health and Human Services, Division for Behavioral Health, is soliciting applications for Cold Weather Programs to mitigate the harmful impacts of homelessness across New Hampshire's ten counties. The program operates annually from approximately October 1 through April 30, providing low-barrier temporary shelters, hotel stays, transportation, and referrals to Regional Access Points for individuals and families meeting the HUD Literally Homeless definition. The anticipated contract term runs from July 1, 2027, to June 30, 2029, with the possibility of up to four additional one-year extensions. Total funding for the initial term is not to exceed $1,920,000, with specific allocations provided per county based on a base rate and Point in Time data. The Department intends to award one contract per county to the vendor with the highest technical score, as this is not a low-cost award. Selected vendors must utilize the New Hampshire Care Connections Network for closed-loop referrals and report data via the Homeless Management Information System, including payment of an annual licensing fee. Compliance requirements include adhering to Title VI of the Civil Rights Act regarding limited English proficiency, maintaining property and business insurance, and executing a HIPAA Business Associate Agreement if applicable. Applications must be submitted electronically by November 2, 2026, and must include a technical response, a detailed staffing plan, and a transmittal letter with conflict of interest disclosures.
