G004--Emergency Residential and Case Management Services- VA New Jersey Health Care System- Health Care for Homeless Veterans (HCHV) Program

The Department of Veterans Affairs, through the New Jersey Health Care System, is soliciting a contractor to provide emergency residential housing and case management services for up to 30 homeless Veterans under the Health Care for Homeless Veterans (HCHV) program. The contractor must maintain a facility with at least 30 beds in a centralized location within Northern or Central New Jersey, specifically within one of the following counties: Bergen, Essex, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Union, or Warren. The scope of work includes providing all labor, supervision, and supplies necessary for rehabilitation and recovery, including nutritionally adequate meals and comprehensive case management to facilitate medical and mental health services. The contract is structured with a base year and four one-year option periods, with payment handled via Electronic Funds Transfer based on a per-Veteran per-day rate. The procurement process is currently under an indefinite suspension of the quote due date as of July 9, 2026, due to pending litigation before the U.S. Court of Federal Claims. Prior to this suspension, the solicitation established a comparative evaluation process where non-price factors, such as facility quality, past performance, and SDVOSB/VOSB status, are collectively more important than price. Requirements for the facility include strict adherence to the Americans with Disabilities Act, VHA Directive 1162.04, and various safety and privacy standards. Contractors must also comply with the Immigration and Nationality Act, maintain medical liability insurance, and ensure staff are not listed on the OIG List of Excluded Individuals/Entities. Performance is monitored through a Quality Assurance Surveillance Plan involving quarterly VA team inspections of staffing, case management records, and facility conditions.
