The Rhode Island Executive Office of Housing (EOH) is soliciting proposals from experienced homeless response providers to operate a 45-unit Pallet shelter community at 1 Victor Street. The objective is to implement a low-barrier, person-centered response that prioritizes safety, dignity, and timely transitions to stable housing for adults, including justice-involved individuals and those with serious mental health or substance use disorders. Applicants may propose to continue the site as a year-round Emergency Shelter or suggest a feasible alternative model, such as transitional or bridge housing. The facility must operate 24 hours a day, seven days a week, and must comply with ADA, Fair Housing Act, and Section 504 requirements. The initial award period runs from April 1, 2027, to September 30, 2027, with a potential one-year renewal through September 30, 2028. The maximum EOH program contribution for the initial six-month term is $292,500, based on an annual rate of $13,000 per bed; however, EOH separately covers facility-related expenses such as utilities and maintenance. Proposals will be evaluated based on project design and service delivery, housing outcomes and data capacity, and agency experience. Additional points may be awarded for documented non-EOH funding and exceptional transition plans. Applications must be submitted via the Euna Grants Management System by December 31, 2026.

INTRODUCTION The Rhode Island Executive Office of Housing (EOH) seeks competitive proposals from experienced homeless response providers to operate and deliver housing-focused services at 1 Victor Street, an existing 45-unit Pallet shelter community currently known as ECHO Village. EOH seeks an effective, low-barrier, person-centered response to homelessness that advances safety, dignity, access to services, and timely exits to stable housing. Applicants may propose (A) continued operation as a year-round Emergency Shelter or (B) a feasible alternative homeless response intervention, such as transitional housing, bridge housing, or another temporary residential model. EOH is interested in the eventual evolution of the site and welcomes well supported proposals that improve housing outcomes. EOH does not predetermine that one eligible model is preferable; proposals will be evaluated against common criteria and the requirements applicable to the proposed model. The facility will continue to serve adults, including proposed subpopulations such as justice-involved individuals, individuals with serious, persistent mental health concerns, persons with substance use disorders, etc. Any population-specific design must comply with applicable nondiscrimination and fair housing requirements and must demonstrate an appropriate referral, eligibility, and service approach. TIMELINE Applications Due: December 31, 2026 Initial Award Period: April 1, 2027 - September 30, 2027 Potential Renewal: October 1, 2027 - September 30, 2028 NOTICE OF FUNDING OPPORTUNITY Read the full Funding Opportunity on the Executive Office of Housing - Apply for Funding website.

The primary objective is to provide transitional housing and comprehensive social services, including case management and referrals, to help clients transition into permanent community housing. The contract term is established for five years with a four-year renewal option, though the agency reserves the right to adjust this based on funding or lease agreements. Administrative requirements include mandatory electronic funds transfer for payments on contracts valued at 25,000 dollars or more and compliance with Labor Peace Agreement certifications.
