Collecting Eye Tracking and Vehicle Kinematics Data from Alternative Intersection and Interchange Sites

The U.S. Department of Transportation, through the 693JJ3 Acquisition and Grants Management office, has issued a Sources Sought Notice titled “Collecting Eye Tracking and Vehicle Kinematics Data from Alternative Intersection and Interchange Sites” with solicitation number 693JJ3-26-SS-0015 to gather market intelligence for an upcoming procurement. The objective is to develop a naturalistic driving dataset to evaluate the safety and operational performance of Alternative Intersection and Interchange (AII) designs by collecting eye-tracking and vehicle kinematics data from 15 AII sites across up to three geographic regions, using a minimum of 25 local drivers per region. The contract is anticipated to be structured as a single award Firm-Fixed-Price purchase order with a cost-reimbursable, no-fee travel component, subject to a 24-month performance period with key milestones including a kick-off meeting within two weeks of award, completion of field data collection within 18 months, and final reporting by the end of the 24-month period. Respondents are required to provide detailed information on their business size and socioeconomic status, including whether they qualify as a Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, or Service-Disabled Veteran-Owned Small Business, along with their company name, address, and Unique Entity ID. They must also confirm the appropriateness of the NAICS code 541990 and indicate if the service can be delivered via an existing GSA contract, including the contract number if applicable. If awarded, the prime contractor—especially if a small business—must perform at least 50% of the work in cost terms as required under FAR 52.219-14.
