Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued solicitation W911PT26SC001, a Commercial Solutions Opening (CSO) open continuously until September 30, 2027. This competitive solicitation seeks innovative commercial products, technologies, and services to modernize the Organic Industrial Base (OIB) for Watervliet Arsenal and Benet Laboratories. The primary objective is to integrate manufacturing resources across the enterprise, focusing on linking legacy analogue systems with digital systems, expanding modeling and simulation, and improving the delivery of materiel to soldiers. The CSO is structured around specific Areas of Interest (AoIs) that address diverse needs, including advanced cannon technology, electronic access control systems, electrical infrastructure improvements, automated manufacturing for cannon components, and facility conversions. The acquisition process follows a multi-phased approach consisting of a written solution brief, an optional presentation or pitch, and a final request for a Commercial Solution Proposal (CSP). Evaluation is based on responsiveness, technical merit, uniqueness, and price reasonableness. Successful responses may result in fixed-price contracts awarded under FAR Part 12 Commercial Item Procedures. Eligible participants include traditional and non-traditional business entities, including small businesses and foreign-owned businesses, provided they maintain an active SAM registration and a Unique Entity ID. All submissions must remain unclassified and are evaluated individually against the specific requirements of the applicable Area of Interest.

Prototype development for Battlefield Wound Infection Prevention and Treatment (BWI P&T) Barrier Combination
Solicitation # HT9427-26-R-E020
The Defense Health Agency Contracting Activity is seeking proposals for the development of a Battlefield Wound Infection Prevention and Treatment Barrier Combination prototype. This product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent systemic infections in combat scenarios. The project aims to advance the technology to a Technology Readiness Level of 7 or 8, requiring the development of a working prototype, the execution of human clinical trials, and the successful submission for FDA approval or clearance. The final product must be individual, compact, waterproof, and maintain sterilization, with a preference for packaging that allows one-handed opening in low-light environments. This effort is being conducted under the prototype Other Transaction Authority 10 U.S.C. 4022, meaning it does not follow standard FAR-based procurement. To be eligible, offerors must be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The estimated period of performance is 48 months, divided into three objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. Proposals will be evaluated based on technical capability, management capability, and cost, with payments processed electronically via Wide Area Workflow. All clinical research must comply with Good Laboratory, Manufacturing, and Clinical Practices, and be approved by relevant Institutional Review Boards and the USAMRDC Office of Human and Animal Research Oversight.

Request for Information – Prophylactic Platform for Medical Countermeasures
Solicitation # W911SR27SPPFC
The Department of Defense, through the Portfolio Management Executive for Chemical, Biological, Radiological and Nuclear Defense (PME CBRND) and the Accelerated Defense Pharmaceuticals (ADP) program, is issuing a Request for Information (RFI) under solicitation W911SR27SPPFC. The objective is to identify capable companies that can advance the development of prophylactic medical countermeasures (MCMs) using existing platform technologies. The program focuses on progressing these countermeasures through Phase I or Phase II clinical trials, with a goal of enabling interim fielding via Expanded Access Protocols or pre-Emergency Use Authorization. The anticipated period of performance is up to four years, with work primarily conducted at the contractor's facilities. Interested respondents must provide a comprehensive capability description, including technical approach, regulatory status with the FDA, cGMP manufacturing capabilities, and a development roadmap with rough order of magnitude cost estimates. Evaluation criteria for future selections will emphasize manufacturing process capability, product safety and efficacy, past FDA experience, and the plug-and-play nature of the platform across various pathogens. Submissions must be delivered as a single searchable PDF, featuring a specific cover page and a core capability description not exceeding four pages. All non-clinical and clinical data must be SEND and CDISC compliant, and manufacturing must adhere to cGMP standards to support an Investigational New Drug application through a Biologics License Application.

ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), solicitation number W9128Z-25-S-A002, is an indefinite open solicitation issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence. Its primary objective is to support all Army mission areas and maximize Army lethality by rapidly acquiring innovative commercial technologies, research and development solutions, and software acquisition pathway procurements. The AOS leverages a broad range of authorities, including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcements, and various 10 U.S.C. sections for prototypes and experimental procurements, as well as the Commercial Solutions Opening (CSO) process. Interested parties can engage through two primary methods: responding to Active Capability Gaps (ACG) or submitting proposals in response to specific Calls for Solutions. The award process generally follows a multi-phase approach consisting of a Solution Brief, a Live Pitch, and a final Solution Proposal. Evaluation is based on a hierarchy of Technical Merit, Viability, Feasibility and Desirability, and Schedule and Price. All submissions must be unclassified, and the government does not reimburse companies for costs incurred during the initial three phases of the solicitation process. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the use of the Wide Area Work Flow (WAWF) for invoicing. Security requirements mandate that all government data reside within the exclusive legal jurisdiction of the United States. Solution Briefs are strictly limited to five written pages in 12-point font or fifteen briefing slides and must be submitted as a single PDF document. While the overall AOS remains open in perpetuity until canceled, individual Calls for Solutions have specific, limited response windows.

All-domain Radiant Optical Research and Applications (ARORA)
Solicitation # FA2377-26-R-B007
The All-domain Radiant Optical Research and Applications (ARORA) program, solicitation FA2377-26-R-B007, is a Department of the Air Force initiative managed by the Air Force Research Laboratory (AFRL) at Wright Patterson AFB, Ohio. The program focuses on the cooperative development, fabrication, and testing of prototype photonic technologies to provide technical offsets for Department of the Air Force applications. Key research areas include directed energy, infrared sensing, signal processing, electronic warfare, position, navigation, and timing (PNT), and spectral agility. This effort is structured as a negotiated request for proposal using a cost-plus-fixed-fee pricing arrangement, with an estimated program cost of 30 million dollars and a performance period extending through January 1, 2035. The solicitation employs a two-step selection process requiring an initial white paper followed by a full proposal consisting of technical, management, and cost volumes. Awards are based on a peer or scientific review, agency importance, and funding availability, with technical merit serving as the primary evaluation factor. Due to the sensitive nature of the research, the contract mandates rigorous security protocols, including CMMC Level 2 certification, mandatory Level I OPSEC training, and comprehensive Security Risk Reviews for all key personnel to identify undue foreign influence. Deliverables include all developed hardware, computer software, algorithms, source code, and technical reports, with specific data rights and distribution restrictions applied to protect government and proprietary information.
