AI Contract Overview
Kaiju is a Broad Agency Announcement (BAA) issued by the Air Force Research Laboratory (AFRL) Sensors Directorate to solicit research and development for advanced electronic warfare technologies, including AI/ML, modeling and simulation, algorithm development, and hardware testing. The program has an estimated total value of 300 million dollars, with individual awards ranging from 1 million to 95 million dollars. This BAA remains open for specific calls through May 12, 2027. It is an unrestricted solicitation open to businesses and educational institutions of all sizes under NAICS code 541715. The procurement process utilizes either a one-step or two-step approach, where the government may first request white papers and rough order of magnitude costs before inviting full technical and cost proposals. Evaluation is based primarily on technical merit, focusing on innovative approaches, understanding of scope, technical soundness, and transition potential, with cost and price serving as a secondary factor. Proposals are categorized as either Selectable or Not Selectable. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must provide a DD Form 2345 and adhere to Science and Technology (S&T) protection guidelines. The contract also incorporates a prohibition on ByteDance covered applications and requires adherence to specific federal and Department of Defense marking and packaging standards for Controlled Unclassified Information (CUI) and classified data. Recent amendments have streamlined the process by removing the model contract and Section K from the general announcement, as these will now be provided with individual requests for proposals.
