AI Contract Overview
The Combat Identification Automated Target Recognition Technology (CATCH) Call 06 solicitation, issued by the U.S. Air Force Research Laboratory at Wright Patterson AFB, Ohio, seeks advanced algorithmic multi-sensor and multi-platform fusion solutions for automated air-to-ground target recognition under the Universal Multi-sensor Processing for Intelligent Recognition and Evaluation (UMPIRE) program. The goal is to identify and mature existing Technology Readiness Level (TRL)-3+ algorithms and compatible Air Force platforms through a 4-5 year development timeline to TRL-7 readiness. This involves a full lifecycle of algorithm development, validation, system integration, demonstration, and transition to operational use. The solicitation, with a response deadline of early March 2026, does not include any set-aside restrictions and is aligned with NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences. The contracting framework includes comprehensive requirements for compliance with federal acquisition regulations and defense supplements, addressing critical areas such as safeguarding covered defense information, small business subcontracting, and security administration for classified information including Top Secret Sensitive Compartmented Information (SCI). Contractor obligations extend to personnel qualifications, patent rights reporting, packaging and marking of hardware deliverables, and mandatory operations security training. A detailed Contract Data Requirements List (CDRL) governs data deliverables and reporting procedures. Thorough security risk assessments and ongoing personnel vetting are mandated to protect sensitive research data and ensure adherence to Department of Defense security protocols. The contract is structured as a cost-plus-fixed-fee agreement with multiple CLINs for R&D, hardware, and software deliverables, governed by FAR and DFARS clauses for inspection, acceptance, and contract administration. Key points of contact for program and security inquiries are provided, ensuring clear communication channels throughout the solicitation and contract performance phases.
