AI Contract Overview

The Combinatorics of Hecke Algebras and Crystal Skeletons project, funded by the National Science Foundation's Mathematical Science Section, explores the intersection of probability theory, representation theory, and combinatorics. The research focuses on using representation theory to identify patterns in data and distilling complex symmetries into discrete data sets, utilizing machine learning techniques to support these objectives. The project is divided into two primary technical goals: utilizing the representation theory of the Hecke algebra to study quantum deformations of classical results in combinatorics and probability, and finding decompositions of symmetric functions through the theory of crystals and crystal skeletons. Beyond its theoretical contributions, the initiative aims to strengthen the STEM workforce by providing graduate students with essential research and conference travel support. The award was granted based on its intellectual merit and broader impacts, with Stefaan De Winter serving as the program officer. This work seeks to advance the understanding of the relationship between symmetric and quasisymmetric functions while developing new analogs for permutation factorizations and Markov chains on the symmetric group.

Full Description

Our world is governed by symmetry and measured by data. For example, symmetries play a fundamental role in the wavefunctions and vibrations of molecules, and are intricately linked to quantum states of physical systems. Symmetries can be complex, and a major goal in mathematics is to understand them by breaking them into smaller pieces. Similarly, mathematicians try to interpret sets of data by finding patterns, and formulas that characterize those patterns. This project aims to exploit the rich interplay between these perspectives: if one discovers an elegant formula, it may be detecting some underlying symmetry. On the other hand, decomposing symmetries requires uncovering patterns in complicated data. The goal of the proposed work is to (1) use tools from the mathematical study of symmetry, called representation theory, to find patterns and formulas in data, and (2) analyze symmetry by finding methods of distilling it into discrete data sets. The PI also intends to use techniques from machine learning to achieve these goals. The project will further build the STEM workforce by providing research and conference travel support for graduate students. Specifically, this project will tackle two broad topics arising at the interface of probability theory, representation theory and combinatorics. First, the PI and collaborators will use the representation theory of the Hecke algebra to study quantum deformations of classical results in combinatorics and probability, aiming to (1) develop the combinatorics of the Hecke algebra center, (2) build a Hecke analog of the theory of permutation factorizations, generalizing (for example) the celebrated Harer-Zagier formula, and (3) introduce and analyze Hecke deformations of important Markov chains on the symmetric group. Second, the PI and collaborators plan to find decompositions of symmetric functions using the theory of crystals and crystal skeletons. This work will develop and generalize the relationship between symmetric and quasisymmetric functions from a combinatorial and algebraic perspective. This award reflects NSF's statutory mission and has been deemed worthy of support through evaluation using the Foundation's intellectual merit and broader impacts review criteria.

Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Request for Proposal (RFP) - Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs)
Solicitation # FA240126R0003
The Space Development Agency is soliciting proposals under solicitation FA240126R0003 for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points effort. This acquisition is structured as an Indefinite Delivery Indefinite Quantity contract with a ceiling of 369 million dollars, covering the development, integration, test, operations, and maintenance of Tranche 3 Ground Entry Points at multiple globally dispersed locations. The scope of work encompasses civil engineering from detailed design through construction, the procurement and installation of communications shelters, antennas, optical terminals, and networking equipment, as well as the development of Ground Support Equipment and Auxiliary Development Units. The contract includes an ordering period from March 31, 2027, to September 30, 2031, with option periods extending through September 30, 2035. Award will be determined using a best value tradeoff process where technical, management, and past performance factors are combined and considered significantly more important than price. The technical evaluation focuses on the understanding of requirements, feasibility of approach, and scalability, while management is assessed based on project and schedule management, subcontractor oversight, and security handling. Proposals must be submitted in seven volumes via the DoD Secure Access File Exchange by 4:00 PM Eastern Time on November 23, 2026. Large business primes are required to meet a minimum quantitative requirement of 5 percent small business participation. The contract utilizes a mix of Firm Fixed Price for primary labor and materials and Cost Reimbursable arrangements for other direct costs and travel.
