Work must be performed in accordance with building plans, blueprints, wiring diagrams, and O&M manuals, including troubleshooting of faults in underground and overhead networks using PILC and EPR cable types, and addressing systems such as fire alarms, gas monitoring, laser safety interlocks, and ventilation controls. The solicitation will use a two-phase advisory process under FAR 15.101(e), where only offerors who successfully submit a Phase 1 proposal may proceed to Phase 2. Evaluation for award will focus on five factors: bonding capacity requiring at least $20M per contract and $70M aggregate, technical capability including approach for the first task order and management plan, past performance, price for the first task order, and subcontracting plan adequacy for non-small businesses. The selection will follow the highest technically rated offerors with a fair and reasonable price standard, with the possibility of a single award if deemed most advantageous to the Government.
