Combined Synopsis/Solicitation for Terrestrial Laser Scanner (TLS)

The National Institute of Standards and Technology (NIST) is soliciting a terrestrial laser scanner (TLS) that is either the Surphaser 100HSX_IR or an equal product, under solicitation number 1333ND26QNB680273, issued as a combined synopsis and request for quotation for commercial services under FAR Part 12. The acquisition is structured as a 100% small business set-aside under NAICS code 334519, and only small businesses may respond. The contract type is firm-fixed-price, with award going to the lowest-priced, technically acceptable offer. Technical capability is a mandatory pass/fail gate: proposals must demonstrate through direct citations that the proposed TLS meets or exceeds all specified minimum requirements, including phase-shift range measurement technology, a minimum 35-meter range, 270° vertical and 360° horizontal angular sweep, and two-face measurement capability. The equipment must be new, manufactured through authorized U.S. channels, and cannot be a prototype, refurbished, or used unit. The successful vendor must deliver one unit to NIST’s Gaithersburg, Maryland campus FOB Destination, no later than 30 days after receipt of order, with all shipping, tariffs, and incidental charges included in the quotation. The equipment must be shipped in original manufacturer packaging with all documentation and software intact and delivered in good order and condition. The Government will inspect and accept the equipment onsite within 30 business days of receipt using ASTM E3125-17 testing protocols to verify compliance with specifications. Payment is 100% upon successful acceptance by the Technical Point of Contact and occurs under Net 30-day terms, with invoices required to be submitted electronically to INVOICE@NIST.GOV and must include mandatory data elements such as the contract number, UEI, CLIN, and detailed line item descriptions. The contractor must maintain an active SAM.gov registration throughout the quotation, award, performance, and payment phases. Quotations must be submitted in three required volumes: a technical proposal with clear alignment to each SOW requirement, a separate firm-fixed-price quote covering all costs including FOB Destination charges, and a completed volume addressing all applicable provisions and representations from Attachment 2, including waivers for Buy American, prompt payment to small business subcontractors, whistleblower protections, and prohibitions on confidential non-disclosure agreements.
