The Fleet Readiness Center East (FRCE) is sponsoring an unclassified Industry Event on April 17, 2018. The event will be held at FRCE which is located at Marine Corp Air Station Cherry Point, Cherry Point, NC. The purpose of this event is to provide Industry partners with insight into FRCE's facility and equipment as a result of the Commander, Fleet Readiness Centers (COMFRC), Industry Day event that took place earlier this month in San Diego, California. Fleet Readiness Centers (FRCs) provide depot Maintenance, Repair, Overhaul, and Upgrade (MRO&U), In-service Repair (ISR), and manufacturing services in support of fixed and rotary wing aircraft, aircraft engines, aeronautical components, and support equipment across the Naval Aviation Enterprise. Three (3) FRCs support Naval Aviation depot maintenance requirements: Fleet Readiness Center Southwest (FRCSW), San Diego, California; Fleet Readiness Center East (FRCE), Cherry Point, North Carolina, and FRCSE, Jacksonville, Florida. The goal of the Industry Day event that took place at FRCSW was to seek ideas and solutions to various challenges faced across all of the FRCs including product lines that are supported by 20+ years old aging equipment. Inherent to the age of the equipment are the challenges faced including: technologically dated equipment, test equipment limited to supporting a single product line, part obsolescence, increased costs and lead times, increased mean-time between failure rates, and skill gaps for the maintenance artisans. Industry partners are now afforded the opportunity to tour the FRCE facility on April 17, 2018. During the FRCE Industry Day event, a tour of the FRCE facility will be conducted to allow industry partners an opportunity to view current operations with a focus on the challenges of aged equipment. This event will begin at the Havelock Tourist and Event Center located in Havelock, NC. Government representatives will meet participants outside of the base at the Havelock Tourist and Event Center located at 201 Tourist Center Dr, Havelock, NC 28532 starting at 0730. Upon check-in at the Havelock Tourist and Event Center, participants will receive a nametag and the schedule of events that are planned for the day. Participants will be bused from the Havelock Tourist and Event Center to the FRCE Tour site. Please note that there will be walking involved during the tour within the facility. Personal Protective Equipment (PPE) in the form of safety glasses and ear plugs will be provided by the Government to vendor partners. Individual participants must wear flat, closed toe, closed heel shoes to tour the production areas of the facility. Steel toed shoes are required in some shop areas but will not be provided by the government. The tour will follow the general itinerary as outlined below on April 17, 2018: 0730-0800: Check-in at Havelock Tourist and Event Center 0800-0900: Opening Remarks 0900-0930: Bus participants to FRCE (transportation provided by FRCE) 0930-1200: Tour of FRCE 1200-1300: Lunch 1300-1500: Reconvene at Havelock Tourist and Event Center for open forum Q&A session 1500: Closing Remarks REGISTRATION AND VETTING All site visit participants are required to register in advance for this event. The event will be hosted by Fleet Readiness Center Southwest (FRCSW) in San Diego, CA. The purpose of the Industry Day event is to provide the opportunity to dialogue with Industry on COMFRC's current and anticipated equipment readiness challenges, and inquire into Industry's technical capabilities. Fleet Readiness Centers (FRCs) provide depot Maintenance, Repair, Overhaul, and Upgrade (MRO&U), In-service Repair (ISR), and manufacturing services in support of fixed and rotary wing aircraft, aircraft engines, aeronautical components, and support equipment across the Naval Aviation Enterprise. Three Fleet Readiness Centers, Centers for Industrial and Technical Excellence (CITEs), support Naval Aviation depot maintenance requirements: Fleet Readiness Center Southwest (FRCSW), San Diego, California; Fleet Readiness Center East (FRCE), Havelock, North Carolina; and Fleet Readiness Center Southeast (FRCSE), Jacksonville, Florida. Across the industrial FRCs, product lines are challenged by obsolescence issues - materially-aged, and technologically-dated equipment negatively impacting the command's capacity to support 4th and 5th generation weapon systems. COMFRC is hosting this market research event to seek commercial industry options for the procurement, replacement, upgrade, repair, or repair training of aged equipment used to maintain aeronautical systems: to include hydraulic, pneumatic, avionic, mechanical, manufacturing, and blasting systems. In addition, to assess commercial innovations that provide for the management of equipment databases that maintain the associated historical maintenance records, equipment status, equipment location, and other logistical requirements. The industrial FRCs will present examples of test benches which have been identified to possess aging components, outdated operational systems, or deficient capabilities (see high-level equipment list following this announcement). COMFRC is seeking innovative, cost-effective solutions from Industry to these aforementioned complex challenges as well as, opportunities for equipment consolidation, footprint reduction, and common solutions across multiple locations. Vendors considering attendance to this event should submit a three (3) to five (5) page technical capability statement, via email to the POCs listed below, by 16 February 2018. Please note the cover/title page and table of contents (if provided) will not count against your three (3) to five (5) page limits. Each acronym used shall be spelled out in the text the first time it appears in your technical capability statement. Attached hereto, you will find a list of vendor questions for consideration when preparing your technical capability statement. Please note Technical Capability Statement submits will not be evaluated for contract award. Lastly, clearly indicate any proprietary data in your responses. Questions related to this announcement may be submitted via email to the POCs listed below.
