Command & Control Experimentation (C2X) and Modernization Software Engineering Services for Future Naval Operations_*SEAPORT CONTRACT HOLDERS ONLY

The Government is seeking advanced software engineering, systems integration, and research and development services to mature and transition Command and Control (C2) software prototypes into operational Naval and Joint Programs of Record through the Command and Control Experimentation (C2X) and Modernization initiative. This severable, follow-on effort is exclusively open to Seaport Contract holders, who must include their Seaport Contract Number in all communications. The work supports the elevation of Technology Readiness Levels (TRL) for both newly developed and previously created applications, with a focus on DEVSECOPS platforms, automated warfighter situational awareness tools, and Human/IS interaction in distributed computing environments across classification levels including TS/SCI. The contract is structured as a Cost Plus Fixed Fee arrangement with a base period from December 2026 through December 2027 and four optional years extending through December 2031, each with 18,432 staff-hours of labor and associated other direct costs. Deliverables include full source code, compiled executables, APIs, System Security Plans, Software Development Plans, Software Design Descriptions, quarterly software releases with integrated testing, and meeting minutes with action items, all governed by IEEE/EIA Std. 12207.0/12207.1 and DFARS 252.204-7012 requirements. All work must comply with stringent security protocols, including mandatory Active Top Secret/SCI clearances or Tier 5 eligibility for all Key Personnel, with continuous vetting required for SCI access. No SCI deliverables may be produced outside U.S. Government facilities, and contractor facilities are explicitly prohibited from handling NATO-restricted information even if personnel are NATO read-on. The contractor must implement a firewall to mitigate organizational conflicts of interest within 45 days of signing the NDA, ensuring strict physical, organizational, and technical separation of personnel handling sensitive information. Subcontractors must flow down all security and compliance requirements and submit their cost data directly to the Government through PIEE. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment by June 29, 2026, formatted into 11 specific volumes with strict naming conventions and formatting rules, including searchable PDFs and functional Excel files with visible formulas.
