FT BUCHANAN CLINIC STRUCTURAL AND MECHANICAL ASSESSMENT

The contract is a Firm Fixed Price award for Architect-Engineer services to conduct a non-invasive structural and mechanical assessment at the Rodriguez Army Health Clinic, Building 21, located at Fort Buchanan, Puerto Rico. The work includes a comprehensive evaluation of the building’s structural components—such as the foundation, walls, beams, and roof—and the HVAC systems, including ductwork, diffusers, thermostats, and 15 electric reheat coils. The assessment must follow ASHRAE Standard 170 for healthcare ventilation and ACCA Manuals N, S, and D for load calculations, equipment selection, and duct design. Deliverables consist of Draft and Final Structural Assessment Reports, with an optional Mechanical (HVAC) Assessment Report that may be exercised after the structural review. All reports must include photographic documentation, analysis of deficiencies, prioritized repair recommendations with cost estimates, and measurable data such as airflow, temperature, and humidity levels. Final deliverables become Government property upon submission, and all work must be completed within 30 calendar days of contract award, performed Monday through Friday between 7:00 am and 4:00 pm, excluding federal holidays. The contract is a total small business set-aside under NAICS code 541330, and offerors must hold a current, active engineering license from the Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR) to be eligible.
