This contract modification, identified by solicitation number FA8730-19-F-0012P00039, extends the existing task order for the Command and Control Installation Management Emergency Response Application (C2IMERA) by adding two option years. Originally awarded in January 2019 to Leidos, Inc. under the NETCENTS-2 Applications Services ID/IQ, the project is managed by the Department of Defense through Kessel Run AFLCMC/HBBK. The extension is necessary because the application remains in its initial fielding phase and has not yet met the original intent of the task order due to unprecedented growth in operational demand. The primary objective of this extension is to facilitate critical re-architecture efforts to address technical debt and ensure the successful completion of initial fielding for HBK Detachment 12. This action was executed as an exception to fair opportunity under FAR 16.505, citing that Leidos is the only awardee capable of providing the required specialized services and that the extension is urgent to prevent unacceptable delays. The work is performed in Reston, Virginia, under NAICS code 541511.

Full Description

The purpose of this modification is to add two Option years to the existing C2IMERA task order (FA8370-19-F-0012), originally awarded January 2019 under the NETCENTS-2 Applications Services ID/IQ (FA8732-15-D-0009), to extend the ongoing effort to field HBK Detachment 12's - Command & Control Installation Management Emergency Response Application'' (C2IMERA). The original order was awarded to Leidos, Inc. S&R Intelligence System Services, Reston, VA (Leidos) without providing a fair opportunity to all NETCENTS-2 awardees pursuant to an approved FOE. This contract action is needed to enable re-architecture efforts required to continue the initial fielding efforts as approved in the initial FOE. C2IMERA is still within the Initial Fielding phase and has yet to satisfy the intent of the original task order due to the unprecedented growth of operational demand.

Solicitation # FA8730-26-RFI-C2IMERA-WARDEN
The Department of the Air Force, through the Kessel Run Program Management Office at AFLCMC/C3C, is conducting market research via this Request for Information to establish the Department of Air Force Emergency Management Information System (DAF EMIS) under project WARDEN. The objective is to develop a Government-owned, AI-enabled enterprise software capability that decouples and transitions installation Emergency Management capabilities from the legacy C2IMERA system. The system is designed to automate the full emergency management lifecycle—Preparedness, Protection, Response, and Recovery—to ensure mission assurance and operational resilience across the Command and Control continuum, specifically supporting Air Combat Command and Pacific Air Force. The required solution must utilize a microservice architecture operating under the Maven Smart System data platform and adhere to Agile, DevSecOps, and Lean product management practices. Key technical requirements include the ability to function within DoD cloud ecosystems, support distributed architecture for edge execution during denied communications, and provide automated geospatial foundations for real-time infrastructure tracking. The system must meet Impact Level 5 and 6 security standards, comply with NIST SP 800-53 and OGC standards, and target a Technology Readiness Level of 7 or greater. This RFI is for planning purposes only and does not constitute a solicitation for bids or proposals; currently, no funds are available for this effort. Interested vendors must submit unclassified responses by 1700 EST on October 30, 2026, via the designated portal. Responses should focus on capabilities and requirements refinement rather than marketing materials or pricing. Future awardees will be required to maintain a secret clearance prior to award and a TS/SCI FCL before scaling and fielding the solution.
