The Department of Energy's National Energy Technology Laboratory intends to award a sole source purchase order to CPFD, LLC for the renewal of the Barracuda Virtual Reactor Software. This specialized software provides essential computational fluid dynamic modeling and custom model building capabilities used to design, analyze, and optimize carbon capture, combustion, gasification, and gas clean-up devices for advanced power generation systems. The software is uniquely required to maintain existing models through exclusive features such as GPU acceleration, chemistry models, and specific grid generators. The anticipated period of performance begins January 1, 2022, and runs through December 31, 2022, with the possibility of two one-year optional extensions extending the contract to December 31, 2024. This procurement is being handled as a sole source under FAR Part 13 because market research indicated that CPFD, LLC is the only provider capable of meeting these specific technical requirements. Interested parties wishing to challenge the sole source determination were required to submit written evidence of their capabilities to the designated point of contact by December 8, 2021.
