Exception to Fair Opportunity and Rationale: The authority for this action is FAR 16.505(b) (2)(i)(B) - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The previous task order, H92222-11-D-0017-0005 (identified herein as Task Order 0005), was competitively awarded on 3/30/2012. The task was competed under the SOCOM SITEC Contract. SOCOM contracting and 765 SCONF notified the client that it could not support the project due to the complexity, lack of manpower, and the amount of time that it would take to award a bride effort. The follow-on competitive effort to Task Order 0005 was provided to GSA on 01/22/2019 via the approved Determination and Findings Best Procurement Approach, authorizing GSA to procure the follow-on competitive effort and bridge award. This Bridge task order ID04190045 will be procured on a hybrid FFP & Time and Material basis under the GSA Alliant Government-wide Acquisition Contract (GWAC) in accordance with FAR 16.505 procedures. The base period of performance five (5) months will be from 04/01/2019 to 8/31/2019. There will be two three (3) month options, as a precaution, should the options become necessary due to a protest of the follow-on competitive effort, an unforeseen delay in the acquisition cycle, or for a needed transition from Task Order 0005 to the next task order. An exception to fair opportunity is needed so that a bridge task order can be awarded which will prevent a break in support with the contractor provided services to the dozens of IT systems that AFSOC uses in support of executing their operational mission. No other vendor other than GDIT is capable of performing this instant effort without the need of a transition period or down time from Task 0005. GDIT has the required personnel in place with intangible familiarity with the vitality of the services which GDIT has proven to be fully capable of continuing to perform. The continued support provided by this requirement is critical to the continued operations of AFSOC. A Request for Information (RFI) was released to all Alliant 2 vendors on February 04, 2019, advising all offerors that a bridge task order, utilizing other than Full and Open Competition, was anticipated to allow time for the Government to complete the acquisition of the re-compete of Task Order 0005. The RFI requested a response from offerors to identify if they could provide the required services without the need of a transition period or down time to current contract which was anticipated to expire March 31, 2019. The RFI closed on February 11, 2019, with only GDIT responding. The incumbent contractor possesses a stable, well-qualified workforce that has performed the task order requirements for nearly six years under Task Order 0005 based on their CPARS. The recent Contractor Performance Reports (CPARs) have identified Exceptional performance in the areas of quality, schedule, and management; very good in the area of cost control; and satisfactory in the area of regulatory compliance. Some of the tasks that are currently on-going under Task Order 0005 and will continue under this instant effort include the following: operating and maintaining the Electronic Flight Bag Program which air crew use to store flight publications and documents required by regulation. Flight crews are dependent on the EFB program - without which, flights do not take off the ground. providing AFSOC with global SATCOM support for all air assets in theater. SATCOM provides Beyond-Line-of-Sight capabilities to AFSOC platforms and is particularly critical to austere environments in Afghanistan and the Middle East. C2MS support ensures required command and control (C2) capabilities are fully mission capable for each and every operation. AFSOC C2MS is currently deploying new Link 16 capabilities to the AFSOC fleet. Link 16 is an essential datalink for the integration of Special Operation Forces with the conventional air force and partner nations. Aircraft deployed without this capability are at an increased risk of friendly fire and fratricide. Any disruptions to fielding will affect current AFSOF contributions to international efforts as part of Operation INHERENT RESOLVE. providing essential C2 capabilities (communications, full motion video) in the conduct of Humanitarian Assistance and Disaster Relief (HA/DR) operations that synchronize whole-of-government efforts, most recently used on Hurricane Michael. These same capabilities are utilized on AFSOC's non-combat evacuation operations (NEO). HA/DR and NEO missions rely on C2MS services for successful and safe operations. 5. Contracting Officer Determination - Fair and Reasonable Cost: The contracting officer will determine whether the anticipated Bridge cost to the Government will be fair and reasonable. Price evaluation will utilize current published ALLIANT rates and historical rates of the predecessor task order and subsequent extension of services. Price analysis will be conducted to ensure a fair and reasonable price. 6. Other Supporting Facts: The proposed instant effort will ensure continuation of needed services while a full, competitive follow-on acquisition can be conducted. General Dynamic Information Technology (GDIT) currently provides the required information technology support necessary to achieve successful operations. Fair Opportunity under FAR par 16.505 ALLIANT 2 is in the acquisition process for award in 4th quarter of FY19. The government has built in a 30 day transition time within the milestone schedule for this competitive acquisition. The government will also ensure that the solicitation is issued for at least 30 days, so interested companies have adequate time to prepare and plan for how to accurately and adequately support these requirements. This combined with an allotted transition time should enable the Government to successfully award a competitive acquisition. 7. Statement of Actions to Overcome Barriers to Competition: The government anticipates a competitive acquisition to be awarded in 4th Quarter of FY19. Below is an anticipated timeline of the re-compete: Recompete milestone schedule: Solicitation Phase 04/01/19 to 04/30/19 Evaluation & Preparation 05/01/19 to 06/10/19 Contract Award Processing 06/11/19 to 07/15/19 30 Day Transition Phase 08/01/19 to 08/31/19 If needed Base Year Start Date 09/01/19 8.
