Presolicitation Notice IAW RFO 5.101(a)


The 763d Enterprise Sourcing Squadron located at Scott Air Force Base Illinois, hereby submits a Notice of Intent to Award a Firm Fixed Price contract to Slitherine Corporation based on the determination of only one responsible source availble to supply the required software for Governments need of a three year contract utlizing simplified commercial procedures as authorized by RFO 12.201-1. This synopsis has been tailored to comply with the commercial publicizing requirements of RFO 12.202 and RFO 5.101(a).

Description/ Purpose


This is a follow on requirement for the purchase of 3 Command Professional Edition Software Licenses on behalf of Headquarters (HQ) Air Mobility Command (AMC)/ A9, for a total of 3 years, one base year 16 September 2026- 15 September 2027 plus two additional option years 16 September 2027-15 September 2028 and 16 September 2028- 15 September 2029.

Lack of Competition IAW RFO 5.101(c)(4)


A sole source letter provided by Slitherine Corporation provides notification that within the USA, the Slitherine Corporation under its Matrix Pro Sims brand are the Sole Source providers of Command Professional Edition and the entire range of Command Products together with all Branded COTS simulation softwares developed and or published under the Slitherine Banner. The Simulations contain technical and non-technical information and data of a confidential nature, including trade secrets and proprietary information, techniques, models, inventions, know-how, processes, algorithms, firmware, mask works, software programs, software source documents, formulae and data bases related to the current future and proposed products and services of the products and includes, without limitation, information concerning research, experimental work, development, design details, specifications and engineering, all of which are the property of Slitherine. Such simulations, products and all PROPRIETY INFORMATION contained therein may only be used by third parties under licence, or other expressly written permissions of Slitherine. It was determined that there was not competition able to confirm the authorization of license distribution for the required 3 year contract, and at this time no other software meets the Government's need for this highly specialized modeling and simulation software.

This notice does not constitute a solicitation document; the Contracting Officer intends to issue an RFQ directly to the intended source. However, all responsible sources may submit a capability statement, proposal, or quoatation, which shall be considered by the agency for future acquisitions. All information received after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The Government will not be responsible for any costs incurred by responding to this notice, The Government will not pay for information received.
