Important Notice for All Offerors:


The Government has incorporated industry feedback and made several updates since the initial draft. All parties are strongly encouraged to conduct a thorough review of all documents.


Please pay special attention to the revisions within Section L (Instructions, Conditions, and Notices to Offerors) and Section M (Evaluation Factors for Award). Specifically, note the changes and further clarifications made to the experience factors under section L-8.1.2.


Factor 1 - Worldwide Logistics and ITAR Compliance


  1. Changed to allow offerors to submit 1 experience example from the proposing prime and 1 experience example from either the proposing prime or the proposing subcontractor.

Factor 2 – C-ICP (or equivalent)


  1. Changed the required contract experience to 1 year.
  2. All experience examples must be from the proposing prime. Examples from the proposing subcontractor will not be considered or allowed. Added the definition of proposing prime.

Factor 3 – TESA

Please note: Under Factor 2 – C-ICP (or equivalent), experience is allowed only from the proposing prime. C-ICP experience from the proposing prime is paramount because the failure to meticulously manage government property related to this mission can directly impact mission readiness and national security. A lapse in property management for these critical systems could ground essential communication capabilities and jeopardize global military operations. Under Factor 3 – TESA, experience is allowed only from the proposing prime. Proven TESA experience and expertise is critical to timely approvals and uninterrupted access to the COSMOS sites in Germany. These locations directly support WGS and DSCS constellations and provide essential communications to the U.S., NATO, and Allied partners.


The experience for Factor 2 and Factor 3 must reside with the proposing prime contractor, as the prime contractor holds the ultimate accountability and direct contractual responsibility for the entire program. The Government's contractual relationship is solely with the prime, and we have no control over or guarantee of a subcontractor's continued performance. Relying on a subcontractor for these core competencies introduces an unacceptable risk; if that teaming agreement dissolves, the prime would be left without the critical capability, jeopardizing the entire program. Therefore, we require the prime itself to have the proven corporate systems and direct experience to ensure stable, uninterrupted performance and mitigate risk to the Government throughout the life of the contract.

This conference will cover Controlled Unclassified Information (CUI). Therefore, attendance is restricted to parties with a current, certified DD Form 2345 (Military Critical Technical Data Agreement).

This is a Pre-solicitation notice for Commercial and Military Satellite Communications Operations Support (COSMOS) at multiple geographically separated units (GSU) as identified in the COSMOS IDIQ PWS located in the Attachments/Links Section of this posting. The COSMOS contract consists of services necessary to support United States Space Force (USSF) Combat Forces Command (CFC) Commercial Satellite Communications (SATCOM) and Military Satellite Communications (MILSATCOM) missions worldwide.


The Government intends to issue the formal COSMOS solicitation on or about 13 March 2026 under Solicitation Number FA2518-25-R-P002.


The Space Acquisition and Innovation Office (SAIO) at Peterson Space Force Base intends to solicit competitive proposals to provide non-personal services to support USSF CFC SATCOM and MILSATCOM missions at multiple geographically separated units (GSUs) located worldwide. Access to these performance locations require security classification up to Top Secret (TS)/Sensitive Compartmented Information (SCI) level. The contractor facility for the Contractor Inventory Control Point shall be at a CONUS location (excluding Alaska and HI). The government reserves the right to add additional missions or services that are integrally related to the current mission. Additional performance locations may be added as services are increased. The following types of missions and services may be provided: administrative, financial, managerial, Satellite Operations Center (SOC) support, watch-office support, mission planning, remote telemetry and tracking, system upgrades and modifications, mission computer maintenance, mission systems maintenance and database support, technical assistance, government-directed exercise and testing support, simulation trainers, training development and support, communications, electronics, electronic system management, supply, Non-Classified Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), Joint World-Wide Intelligence Communications System (JWICS), environmental, civil engineering, custodial, industrial, physical and operational security, logistics, depot and supply support.


The current contract expires 31 January 2027. The contemplated contract type for this contract is a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of Firm-Fixed Price and Cost Reimbursement contract line-item numbers (CLIN). The contemplated IDIQ ordering period is a 5-year base period with (1) 3-year option. The contemplated intial Task Orders are TO 1 - a 3-month phase-in period beginning on or around 1 May 2027 and TO 2 - a 12-month base period, plus (3) 1-year option periods. A contract start date is planned to begin on or around 1 August 2027.


This solicitation will be conducted using full-and-open competition procedures and is open to all offerors. The North American Industrial Classification System (NAICS) Code is 517810 (All Other Telecommunications) with a $40M small-business size-standard and Product Service Code (PSC) of M1BG - Operation of Electronic and Communications Facilities.

Virtual Industry Day and One-on-One Sessions


The Government will host a Virtual Industry Day on Tuesday, 10 June 2025 for the Commercial and Military Satellite Communications Operations Support (COSMOS) acquisition. This effort will be the follow-on contract to the Wideband Satellite Communications Operations and Technical Support II (WSOTS II) contract.


General Session.


This live event will be accessible via Teams on Tuesday, 10 June 2025, from 0830MT – 1200MT


Questions regarding information presented during the General Session must be submitted to the Government Points of Contact (POCs) by close of business (COB) on Friday, 13 June 2025. Please indicate whether each question is proprietary. Proprietary questions will be answered directly to your company. All remaining questions will be consolidated, anonymized, answered, and published on sam.gov.


Virtual One-on-One Sessions.


One-on-one meetings will be held from the afternoon of 10 June through 12 June 2025. Each appointment is limited to 40 minutes. While we will try to accommodate your preferred time slot, the final schedule is determined by the Government. Your confirmed one-on-one time will be included in your registration confirmation. Late registrations will be accepted, but early registrants will receive priority consideration for their preferred time slots.


The purpose of these one-on-one sessions is to gather objective feedback for the Government on the COSMOS IDIQ and Speritus Task Order requirements and to foster open dialogue. These sessions are not a platform for vendor promotion.


To help the Government prepare for your one-on-one session, please submit your questions to the Government POCs listed below by 1000 MT on 6 June 2025. Indicate whether each question is proprietary. COSMOS Industry Conference & One-on-Ones – Postponed Until Further Notice      


Due to the recent executive orders and budget uncertainties, the Government postpones the COSMOS Industry Conference and One-on-ones until further notice.   


The Government intends to release a DRAFT PWS of the COSMOS requirement; however, this has been tentatively pushed out to May 2025.

COSMOS Presolicitation & Industry Conference Notice 


The Government will host a three-day Industry Conference from 25-27 March 2025 for the Commercial and Military Satellite Communications Operations Support (COSMOS) acquisition. This effort will be the follow-on contract to the Wideband Satellite Communications Operations and Technical Support II (WSOTS II) contract. If your company plans on attending the general session and/or scheduling an appointment for a one-on-one session, please submit a completed COSMOS Industry Conference Vendor Registration form COB 17 Mar 2025 to:

Ground rules and one-on-one times will be sent with your registration confirmation. We will accept late registrations however considerations for preferred one-on-one time slots will be given to early registrants.

RFI #1:  Request for Capability Package and Initial Questionnaire


THIS NOTICE IS ISSUED AS A RFI ANNOUNCEMENT FOR INFORMATION PURPOSES.


This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or solicitation, nor does it represent any commitment by the Government. Since this is a RFI announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. SpOC/SAIO will not accept or acknowledge emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information. 


This RFI is for market research and planning purposes only. Information received will assist the United States Space Force’s (USSF) Space Acquisitions and Integration Office (SAIO) in determining the best acquisition strategy for award consideration of continued non-commercial, non-personal services for the Commercial and Military Satellite Communications Operations Support (COSMOS) requirement. This requirement will be follow-on contract for the Wideband Satellite Communications Operations and Technical Support II (WSOTS II) contract. COSMOS will retain the current WSOTS II efforts in providing support to Space Operations Command (SpOC), Space Delta 8 (DEL 8), 53rd Space Operations Squadron (53 SOPS) and the Satellite Communications Office (SATCOM Office). The current contract, Wideband Satellite Communication Operation and Technical Support (WSOTS) II, with Procurement Instrument Identifier of W9126019C0001 is forecasted to end 31 Jan 2027. The North American Industry Classification System (NAICS) for this requirement is 517810 – All Other Telecommunications, and PSC Code is DG11 It and Telecom - Network: Satellite Communications and Telecom Access Services, Size Std - $40M


This is not a request for proposal.  Your response to this RFI is strictly voluntary and will be used by the USSF SAIO to further its market research and future contract strategy planning.


Vendors may submit their capability packages and responses to the attached Microsoft excel Initial Questionnaire (see Atch 3) directly to the Government's Points of Contact listed in this announcement by no later than 18 Nov 2024 at 1000 MDT. Limit your capability package to not more than fifteen (15) single sided pages. This can be in Microsoft Word or PDF.  Please provide responses to the Government's Questions only in Atch 3 the Microsoft Excel version.


Vendors may also submit recommendations and/or questions in regard to the attached PDF version, DRAFT WSOTS II PWS (predecessor contract) to the Government’s POCs on or before the closing time on this RFI. Again, please only submit these questions in Atch 3 Microsoft Excel version. 


The Government will then provide all questions and answers from this Initial Questionnaire to include the DRAFT WSOTS II PWS on or before 23 Dec 2024 via sam.gov.
