MUREP Space Technology Artemis Research (M-STAR)The MUREP Space Technology Artemis Research (M-STAR) initiative, led by NASA’s Office of STEM Engagement, aims to strengthen Minority Serving Institutions' (MSIs) research capabilities and infrastructure to actively contribute to NASA’s Space Technology Mission Directorate objectives. With an available appropriated budget of $12 million over two years, NASA anticipates selecting approximately 12 awards, each valued around $1 million, with awards expected to be issued in October 2026. Funding is subject to the availability of appropriations, satisfactory performance, and NASA's ongoing evaluation, with obligations generally limited to the initial budget period unless further funds are secured. The program emphasizes expanding advanced research, increasing competitive participation in funding opportunities, and supporting MSIs in developing innovative technologies for lunar, Martian, and deep space exploration. The contract outlines clear recipient responsibilities, including adherence to funding restrictions, environmental compliance, and reporting requirements. It also provides guidance on evaluation plans and stresses that the publication of the solicitation does not guarantee award issuance beyond currently appropriated levels. The M-STAR opportunity aligns with NASA’s broader goals by fostering MSI engagement in space technology research, thereby enhancing institutional research capacity and contributing to the agency’s exploration missions while promoting diversity and inclusion within the STEM field.

Lunar Payload Design ChallengeThe U.S. Department of State's U.S. Mission to the UAE is seeking proposals to implement the Lunar Payload Design Challenge, a collaborative program designed to bring together graduate students from the United States and the UAE to develop advanced technologies for lunar missions. This initiative aims to foster U.S.-UAE cooperation in space innovation by engaging at least 30 graduate students (evenly split between the two countries) in hands-on, team-based design challenges focused on payload and mission support concepts aligned with lunar exploration priorities. The program emphasizes real-world application, partnership building among universities, industry, and research institutions, and sustained collaboration beyond initial activities, advancing U.S. leadership in space technology and supporting diplomatic goals. The project targets STEM graduate students in aerospace engineering and related fields from institutions with established space programs and encourages proposals that demonstrate the capability to develop tangible hardware or payload concepts relevant to future lunar missions. Applicants must submit a detailed proposal including project goals, methodologies, schedules, key personnel, and partnerships by July 15, 2026. The program underlines the importance of experiential learning, ongoing engagement, and potential pathways toward commercialization or integration into actual missions, aligning closely with U.S. foreign policy priorities to enhance economic prosperity and strategic interests through innovation and international collaboration.

Background:

As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the task of providing routine utilization of Low-Earth Orbit (LEO) and maintaining a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals.

In a multiphase strategy, the Lyndon B. Johnson Space Center’s (JSC) Commercial LEO Development Program (CLDP) is helping to spur the development of new LEO destinations and supporting systems from private industry.

CLDP’s Revised Phase 2 Strategy - Directive Clarifications:

CLDP is providing an industry update as NASA has determined that, rather than moving forward at this time with a firm fixed price contract for certification and services, NASA will continue to support U.S. industry’s design and demonstration of Commercial LEO Destinations (CLDs) with funded Space Act Agreements (SAAs) for the next phase. NASA remains committed to enabling sustainable development of commercially owned and operated LEO destinations under the National Aeronautics and Space Act (Space Act), 51 U.S.C. §§ 20101-20164. Therefore, the attached presentation slides are provided to communicate the revised CLD’s Phase 2 strategy.  See attached file: Commercial LEO Directive Clarifications 08142025.pdf.
