USTRANSCOM is conducting market research via Request for Information TRANSCOM27C001 to identify CARB-approved commercial passenger airlift carriers operating under FAA Part 121 or Part 135. The requirement is for turnkey transportation services, including aircraft, crews, and operational support, to move passengers, baggage, government-furnished weapons, and Hazard Class 1.4S small-arms ammunition. Recurring operations are planned from Honolulu, HI (PHNL) to Wake Island Airfield (PWAK) for up to 39 passengers and to Kwajalein Atoll (PKWA) for up to 12 passengers, with both routes requiring two round trips per month. An optional combined routing of PHNL-PWAK-PKWA-PHNL is also being evaluated for efficiency. Due to minimal government ground support at PWAK and PKWA, carriers must demonstrate operational self-sufficiency for turnarounds, including cabin cleaning and servicing. Interested vendors must provide a response not exceeding 12 pages, including a company profile, ETOPS capability, and a non-binding Rough Order of Magnitude pricing matrix covering basing fees and block hour rates. The solicitation is open to all business sizes under NAICS 481111 and 481211. All questions must be submitted by 16:00 CT on November 9, 2026, and final responses are due via email to the point of contact, Brenda Marshall, by 16:00 CT on November 13, 2026.

Commercial Passenger Airlift Service (121/135)
Solicitation # TRANSCOM27C001SUB
USTRANSCOM is conducting market research via Request for Information TRANSCOM27C001 to identify CARB-approved commercial passenger airlift carriers operating under FAA Part 121 or Part 135. The objective is to establish turnkey transportation services for passengers, baggage, Government-furnished weapons, and Hazard Class 1.4S ammunition across recurring Pacific routes. Primary operations include two round trips per month from Honolulu, HI (PHNL) to Wake Island Airfield (PWAK) for up to 39 passengers, and two round trips per month from Honolulu to Kwajalein Atoll (PKWA) for up to 12 passengers. A combined routing option (PHNL-PWAK-PKWA-PHNL) is also being evaluated for operational and fuel efficiency. The scope of work requires the contractor to provide all aircraft, flight and cabin crews, maintenance, dispatch, and operational support. Because ground support equipment is strictly limited at PWAK and PKWA, carriers must demonstrate self-sufficiency for turnaround operations. Eligible respondents include businesses of all sizes under NAICS codes 481111 and 481211, with a small business size standard of 1,500 employees. Interested vendors must submit a response not exceeding 12 pages to the primary point of contact, Brenda Marshall, by 16:00 Central Time on November 13, 2026. This is a sources-sought effort for market research purposes and does not constitute a formal request for proposal or a commitment to award a contract.
