Commercial Solutions Opening (CSO) Department of the Air Force (DAF) Cost and Software Data Reporting (CSDR) Support and Curation.

The Air Force District of Washington, acting on behalf of the Air Force Cost Analysis Agency, is issuing a Commercial Solutions Opening under R-DFARS 212.70 to identify innovative commercial solutions that enhance the Department of the Air Force’s Cost and Software Data Reporting mission. This two-step competitive solicitation seeks advanced commercial capabilities, including automation, advanced analytics, and artificial intelligence or machine learning, to improve CSDR planning, verification and validation, compliance support, data curation, metadata tagging, and preparation of submission quality. The effort supports ACAT I-level programs and requires adherence to DoDI 5000.73, AFI 65-508, MIL-STD-881, and other applicable standards, with work performed both remotely and on-site in the National Capital Region. This acquisition is a 100 percent Small Business Set-Aside, with offerors required to self-certify as small businesses and provide their UEI and CAGE code. The solicitation process begins with a White Paper submission due by July 27, 2026, in Microsoft Word format, following specific formatting guidelines without page limits, and must include a technical summary, proposed deliverables, and a rough order of magnitude price estimate. Selected offerors will be invited to submit full proposals under a subsequent Request for Proposal. The Government intends to award Firm-Fixed-Price contracts based on equal-weighted evaluations of technical merit, importance to agency programs, and price, with no explicit evaluation of low-price technically acceptable. All contractor personnel must hold at least a Secret security clearance due to potential access to classified CSDR data, and key personnel for data curation and system support tasks must be identified with demonstrated expertise inCADE, DACIMS, cPet, PPM, CSDR-SR, VAULT, and Envision. Non-disclosure agreements with AFCAA and OSW CAPE are mandatory for all personnel and subcontractors, with signed agreements due within five business days of contract start and maintained throughout the contract’s one-year base period and any option periods. Contractors are prohibited from independently sharing information with other contractors and must coordinate all exchanges through the Contracting Officer’s Representative. Use of proprietary CSDR data in AI tools requires explicit Government authorization and documented SOPs. The contractor must submit monthly and quarterly reports, CSDR Plan review notes, V&V findings, meeting action trackers, and a final data transfer package, with all deliverables subject to Government inspection and acceptance based
