The Department of National Defence is seeking suppliers through a Request for Standing Offer to provide preventative and corrective maintenance services for a diverse fleet of commercial vehicles, including cars, pick-up trucks, cargo vans, semi-tractors, trailers, heavy commercial equipment, off-road vehicles, and light duty equipment. The service requirements are divided into three groups based on gross vehicle weight rating, with performance expected within 50 kilometers of CFB Petawawa for lighter vehicles and up to 200 kilometers for heavy and off-road equipment. Maintaining compliance with Ontario-specific regulations is mandatory, including participation in the DriveOn emissions program, adherence to the National Safety Code Standard 11b, and compliance with provincial skilled trades certification requirements under the Building Opportunities in the Skilled Trades Act. Technicians must hold valid certificates of qualification, and bodywork and paint services must be delivered by a facility with at least five years of experience. All work must conform to ISO 9001:2015 quality standards, and contractors are required to maintain service records for at least one year after contract termination. The standing offer will have a firm term of three years, with the possibility of two optional one-year extensions, enabling the Crown to issue multiple call-ups under pre-negotiated terms without restarting procurement. Award will be based on a Lowest Price Technically Acceptable methodology, where only compliant offers meeting all mandatory technical criteria are eligible, and selection is determined solely by the lowest evaluated price on an item-by-item basis. Financial evaluation focuses on the discount rate for parts and materials and competitiveness of hourly labor rates, with estimated annual demand values totaling $1.335 million over the base period and up to $2.2 million including options. Contractors must secure all necessary insurance, comply with international sanctions, disclose any relationships with former public servants, and certify absence of conflicts of interest or contingent fees to lobbyists. Proposals must be submitted electronically via the Government Electronic Tendering Service by May 15, 2026, and must include an Offer Submission Form, Offeror Declaration, Technical Proposal, and Financial Proposal with machine-readable data. All documentation may be submitted in either official language of Canada, and acceptance of services occurs at the destination point under government inspection authority.
