Commissioning Authority Services – New Ladysmith South School

School District 68 Nanaimo-Ladysmith is seeking a qualified Commissioning Authority to provide professional services for the replacement of Ladysmith Intermediate School at the Davis Road site in Ladysmith, British Columbia. The scope of work encompasses the entire project lifecycle, beginning with an upfront design review at the concept stage and continuing through construction and post-occupancy operations. The successful proponent will be responsible for ensuring that building systems—specifically air source heat pumps, DDC/BAS systems, ventilation, and the building envelope—align with the District's objectives for energy efficiency, sustainability, and occupant comfort. Key deliverables include measurement and verification during both heating and cooling seasons, a full graphics review of building automation systems, and a one-year monthly monitoring program following substantial completion to confirm performance against the Energy Model design. Proponents must be Professional Engineers licensed in British Columbia and demonstrate expertise in managing complex technical systems. The contract will be awarded to the proponent with the highest overall ranking based on mandatory criteria and weighted evaluation factors including qualifications, team composition, proposed methodology, and price. Pricing must be submitted as a lump sum fee by phase along with hourly rates for additional services. Required insurance includes $5,000,000 in professional liability and $5,000,000 in commercial general liability coverage. Proposals must be submitted by October 22, 2026, via BC Bid or email, and the project is scheduled for completion by September 2029.
