Construction Project Representative (Clerk of the Works)

The current estimated construction cost is approximately $14,000,000. Construction is anticipated to begin on or about October 5, 2026 and continue for approximately 10 months, with closeout services continuing as reasonably required. The District seeks a qualified Construction Project Representative, commonly referred to as a Clerk of the Works, to provide consistent on-site observation, documentation, and coordination support and to protect the District’s interests throughout construction. The Representative serves as the District’s on-site eyes and ears and as a communication and documentation resource. The Representative has no authority to change the Contract Documents, authorize additional cost or time, accept or reject work, or direct contractor personnel unless the District grants specific written authority. The Architect and Engineers retain responsibility for professional interpretations, submittal review, design decisions, certifications, and other services assigned to them by their agreements and the Contract Documents. Each contractor remains responsible for its means, methods, sequences, procedures, supervision, and safety precautions and programs. The District is interested in securing these services for the construction and closeout phases. Respondents are encouraged to propose practical procedures that promote timely communication, complete project records, efficient issue resolution, and protection of the District’s schedule, budget, operations, and quality expectations. Respondents must submit proposals in accordance with this RFP. The District may shortlist respondents for interviews based on the quality of the written proposals, qualifications of the proposed on-site individual, availability, fee, and reference checks.
