The Government of Nepal, through the Office of the Millennium Challenge Nepal (OMCN), is seeking to engage a qualified Communications & Public Relations firm to support the implementation of the Millennium Challenge Corporation (MCC) Compact program. The Compact includes a total investment of approximately US$630 million, combining US$500 million from MCC and US$130 million from the Government of Nepal, focusing on two major projects: the construction of 400kV electricity transmission lines and substations, and improvements to the road maintenance regime and related road maintenance works. The selected consultant will provide professional communication and public relations services to ensure transparency and effective stakeholder engagement throughout the project lifecycle. The selection process will follow the Consultant's Qualification Selection (CQS) method as outlined in the MCC Program Procurement Guidelines. Interested firms, including those forming joint ventures, are invited to submit their qualifications by the specified deadline. The evaluation will occur in two stages: first, a preliminary review of qualifications, experience, and references based on criteria set forth in the Terms of Reference; and second, upon shortlist selection, submission of a combined technical and financial proposal followed by contract negotiation. Clarifications regarding the request for qualifications must be submitted by May 10, 2018, and final submissions are due by May 18, 2018. The OMCN reserves the right to accept or reject any applications and to proceed with the offer deemed most advantageous. The procurement is conducted under MCC guidelines and not U.S. federal regulations, with the award granted by the Government of Nepal.
