Community Anchor Institutions

The City of Pittsburgh’s Office of Management and Budget, representing the Department of Public Safety, is issuing a request for proposals from established community-based organizations to serve as Community Anchor Institutions across all six police zones. These organizations will be instrumental in advancing the city’s violence prevention efforts by leveraging their community trust, experience, and networks to facilitate upstream prevention initiatives, coordinate stakeholders—including those funded by the Stop the Violence Fund—and promote community-led solutions. Successful applicants should demonstrate expertise in community organizing, stakeholder engagement, community programming, and gun violence prevention frameworks. Selected organizations will play a vital role in fostering inclusive participation, improving communication among stakeholders, and supporting city-funded violence prevention programs, engaging residents, coordinating resources, and contributing to efforts aimed at reducing gun violence. The city plans to establish three-year agreements starting January 1, 2026, and concluding December 31, 2028, with contract values ranging from $500,000 to $2,000,000.
