Competitive Grant for Medical Respite Facility

Wake County is offering a one-time competitive grant of 500,000 dollars to fund the acquisition, design, renovation, or construction of a medical respite facility within Wake County, North Carolina. The facility must provide short-term housing and residential care, including meals, wellness services, and medication management, for medically fragile individuals experiencing unsheltered homelessness. A minimum of 20 units must be developed, and the facility must be operational by January 2028. Grantees are required to maintain a plan for operating funding for a 10-year compliance period and must adhere to the Bridge to Home program principles and National Health Care for the Homeless Council best practices. Proposals must be submitted via the WC Bonfire System by 3:00 PM on October 8, 2026. Evaluation is based on a point system focusing on financial capacity, project information, organizational expertise, supportive services, and community considerations. Awardees will be funded on a reimbursement basis and must comply with various federal and state regulations, including ADA accessibility, lead-based paint requirements, and non-discrimination laws. Applicants must have no overdue tax debts and must provide comprehensive insurance coverage, including general liability and professional liability. Performance will be monitored through monthly reporting on health outcomes and exits to permanent housing, with a requirement for staff to maintain HMIS licenses.
