Competitive Grant for Medical Respite Facility

Wake County, North Carolina, is soliciting proposals for a competitive grant to fund the creation or renovation of a medical respite facility for individuals experiencing unsheltered homelessness who are medically fragile. The program provides a one-time grant award of 500,000 dollars to be used for capital investments and an operating reserve. The selected grantee must develop a minimum of 20 medical respite units within Wake County that are operational by January 2028 and provide a sustainability plan for operating funding for a 10-year compliance period. Proposals must be submitted via the WC Bonfire System by November 24, 2026. Evaluation is based on a point-scoring system with the highest weight placed on financial capacity, followed by project information, organizational expertise, supportive services, and community considerations. Funding is provided on a reimbursement basis upon receipt of original invoices. Awardees must comply with strict regulatory standards, including ADA accessibility, local building and health codes, and federal lead-based paint requirements for older buildings. Additionally, grantees must maintain comprehensive insurance coverages, including general liability and workers compensation, and adhere to non-discrimination laws and HMIS data quality standards.
