Successful vendors must demonstrate robust internal controls, a realistic sustainability plan, and the ability to meet specific performance metrics related to participant volume, training, and employment outcomes. Contractors are held to rigorous administrative and legal standards, including mandatory insurance coverage for commercial general liability, professional liability, automobile, and workers' compensation. All intellectual property and deliverables produced during the contract become the exclusive property of Wicomico County. Vendors are required to maintain fiscal and performance records for at least three years following the conclusion of the contract or any audits.
