Comprehensive P3 Model for Redevelopment of The Landing Golf Course

The City of Clearwater has issued Request for Proposals 56-26 for a comprehensive public-private partnership project to redevelop the City-owned Landings Golf Course into a sports recreation center and entertainment complex. Pursuant to Section 255.065 of the Florida Statutes, the project aims to create a public-facing facility featuring multipurpose sports fields, a pickleball complex, a miniature golf course, a fitness and wellness center, sand volleyball, community walking trails, and a water amenity. Proposals must be submitted electronically via the City's e-Procurement portal by 10:00 a.m. local time on September 21, 2026. The City will evaluate submissions based on a weighted scoring system consisting of the financial proposal at 40 points, experience and qualifications at 30 points, and the project approach at 30 points. Awarding will be based on the proposal that best serves the interests of the City. Because this is a P3 model, the selected proposer is responsible for defining the project costs, general business terms, and the compensation structure to be paid to the City. Contractors must adhere to strict compliance standards, including the Immigration Reform and Control Act of 1986, the Americans with Disabilities Act, and Florida Statute 448.095 regarding E-Verify registration. Mandatory filings include a notarized Scrutinized Company Certification, a W-9 form, and compliance with anti-human trafficking laws. The agreement emphasizes a strict no-contact lobbying period and requires that all materials used in the redevelopment be new and provided with at least a one-year manufacturer's warranty.
