AI Contract Overview
The National Institutes of Health, under the Department of Health and Human Services, is soliciting applications through RFA-HG-27-010 for the Computational Modeling and Analysis of the Impact of Genomic Variation on Function initiative. This UM1 Research Project with Complex Structure Cooperative Agreement seeks to establish centers that will join the Impact of Genomic Variation on Function (IGVF) Consortium. The primary objective is to develop, apply, and test interpretable computational models that utilize biological, biochemical, and biophysical mechanistic information to determine how genomic variation affects genome function and phenotypes related to human health. Awardees are expected to produce open-source software, models, and documentation, while sharing predictions and integrative analyses via the IGVF catalog and data portal. The maximum project period is five years, with application budgets limited to 800,000 dollars in direct costs. A critical requirement is that 20 percent of direct costs must be allocated annually to support collaborative work. Personnel requirements include a minimum aggregate effort of three person months for PD/PIs and a dedicated Project Manager devoting at least four person months. Applications are evaluated via the NIH peer review system based on significance, investigators, innovation, approach, and environment, with a focus on the likelihood of exerting a sustained influence on the research field. Eligible applicants include small businesses and other for-profit organizations, provided they maintain active SAM registration and a Unique Entity Identifier. All awards are administered under 42 CFR Part 52 and 2 CFR Part 200.

Full Description
The purpose of this Notice of Funding Opportunity (NOFO) is to solicit applications to develop, apply, and test predictive models and perform integrative analyses to determine the impact of genomic variation on genome function. Centers funded through this initiative will become a part of the Impact of Genomic Variation on Function (IGVF) Consortium. As consortium members, centers will work together to ensure all consortium resources are accessible to a wide variety of potential users. Centers also will collaborate with other consortium components to guide and optimize IGVF experimental design, to provide analytical expertise and support for consortium-wide efforts, and to develop and execute shared analysis strategies to meet consortium goals.
