Hillsborough County intends to recommend the approval of an increase to an existing contract, SS-24-24595 Computer Maintenance Management System (CMMS) Software License for the Water Resources Department, awarded to Intergraph Corporation d/b/a/ Hexagon’s Asset Lifecycle Intelligence Division (Hexagon), on December 6, 2023, at the cost of $2,076,651.12. This contract increase is for the noncompetitive procurement of the related implementation services, in the amount of $1,603,083.00, for a five (5) year agreement, increasing the total contract amount by $1,603,083.00, from $2,076,651.12 to $3,679,734.12. The functionality of this software platform will allow the County to consolidate common business processes, thereby reducing the County’s technology footprint, and ultimately improve its cyber security posture. In addition, leverage cloud-based solution features that are currently being utilized by multiple County departments, provide networking, payment platforms, customer care, billing, asset management, customer service, and other information technology services to meet various operational needs. Specifically, the Water Resources Department will be able to utilize Hexagon’s fully integrated offline capable mobile platform for technician field work and utilize the calibration add-ons specific to track calibrations of various electronic flow meters, pressure sensors, and level sensors, which will enhance required tracking and reporting for Department of Environmental Protection, and Environmental Protection Agency permit compliance. This procurement is being made in accordance with Section 3-208 (16) of the County’s Procurement Policy as the software implementation, programming, training, and related services are available only from the owner of copyrighted software and is only reasonably available from Hexagon. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide the software and services that are substantially and materially the same as those identified in the attached Quotation Number Q-00144101, dated June 23, 2023, HxGN EAM Software as a Service Agreement ALI-23-05-6686, and vendor’s Services Work Order No. 001-03172023, must submit clear and convincing information to support a challenge of the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made.
