Description of the Requirement: The U.S. Government Printing Office (GPO) is seeking to purchase a local traffic server from Dell, along with a license upgrade and related services to support the Future Digital System (FDSys). GPO has already purchased a load balancer from Dell for use in a Test environment at a reduced rate. In order to use this same equipment in a Production environment, it can be upgraded via a licensing fee through the original seller. In order to meet the Production Department's needs GPO must still purchase an additional full-price load balancer and necessary services. In addition, this hardware is purchased in order to match the current infrastructure standards being used within the GPO infrastructure. GPO has also standardized on specific equipment for the Test environment. In order to minimize the differences between the Test and Production systems, GPO must purchase similar equipment for the Production environment. Impact on government: GPO is under very strict time restraints to have this work done. Any major deviation from the test environment could cost the government unnecessary time and money due to an additional troubleshooting phase. Therefore it is recommended that Dell be awarded a sole source contract to perform this requirement to ensure that GPO will successfully complete this upgrade. This notice is neither a request for proposal nor a solicitation of offers. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All parties interested may submit an offer which shall be considered by the agency. See Note 22.
