Special Education Managed Services Provider (MSP)
Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

The New York City Department of Housing Preservation and Development (HPD) is preparing to issue a Request for Proposal (RFP) in 2026 to select a contractor capable of providing tenant-based rental vouchers through the HOME-Tenant Based Rental Assistance (HOME-TBRA) program. This HUD-funded initiative aims to assist rent-burdened tenants within HPD's portfolio by covering the gap between their ability to pay and prevailing rent standards, thereby making housing more affordable for low-income households. The concept paper outlining this upcoming opportunity is available for review, and feedback is encouraged by June 8, 2025, via the PASSPort system or email, with specific instructions for submitting comments included. Organizations interested in responding to the future RFP must have an approved PASSPort account and meet the HHS Accelerator PQL qualification requirements, as proposals will only be accepted through this platform. The contract size is estimated between 50 million and 200 million dollars, reflecting the scope and significance of the program. The primary contact for inquiries is Alexandra Warren at HPD, and interested parties can access further details and manage responses through the provided PASSPort link. This initiative represents a significant effort by NYC to enhance affordable housing options for vulnerable populations through federally funded rental assistance.
