Concrete Half-Blocks

The Florida Department of Agriculture and Consumer Services is soliciting bids for the purchase and delivery of approximately 610,000 lightweight concrete half-blocks, sized at 7-5/8” x 7-5/8” x 7-5/8”, to be delivered over a nine-month period to designated coastal sites in Brevard, Dixie, and Charlotte Counties. The procurement is conducted under Invitation to Bid ITB AQ 26 27 41, with bids due by August 24, 2026, and awarded on a Lowest Price Technically Acceptable basis, meaning the contract will go to the vendor offering the lowest bid price that meets all technical and compliance requirements. Bids must be submitted sealed with the ITB number clearly marked and include mandatory certifications addressing lobbying, forced labor, drug-free workplace, non-participation in a boycott of Israel, E-Verify compliance, and absence from state-maintained debarment or suspicious vendor lists. Contract awards are subject to annual legislative appropriation, and all submitted materials become the property of the state under Florida’s public records laws. Preferences for Florida-made products, certified business enterprises, veteran-owned businesses, and firms with substantial Florida employment will be applied during award selection, but only after price and technical acceptability are confirmed.
