Conditional Use Permit No. 17-05 Amendment (Kelly Slater Wave Company/Surf Ranch)

The Kelly Slater Wave Company is amending Conditional Use Permit No. 17-05 for the Surf Ranch facility located at 18556 Jackson Ave. in Lemoore, California. This amendment expands the project site by 40.39 acres and authorizes the construction of up to 46,100 square feet of new structures, including overnight accommodations with restrooms, a training facility, maintenance and storage buildings, a security room, and a bridge over a man-made canal. Additional infrastructure improvements include a security gate and a decomposed granite parking area. The project also clarifies the relocation of existing Airstreams and the placement of a commercial kitchen within the existing Surf Operations House. The facility is designed for year-round operation and maintenance of a wave generation system and associated events, with an estimated staff of 100 personnel and a daily guest capacity of up to 100 people. The Kings County Community Development Agency approved the project on December 15, 2025, following an environmental review process that resulted in a Mitigated Negative Declaration under the California Environmental Quality Act. This process included a public review period from November 5 to December 5, 2025, and addressed environmental concerns, such as the protection of the endangered Tipton kangaroo rat, through a Mitigation Monitoring and Reporting Program.
