Conditional Use Permit No. 24-03 (4Creeks / Sozinho Dairy No. 5)

Conditional Use Permit No. 24-03 authorizes the expansion and modification of the Sozinho Dairy No. 5 facility located at 12252 7th Avenue in Hanford, California. The project scope includes the installation of a vermifiltration system and extensive infrastructure such as a 200,000 square foot manure processing area, a 150,000 square foot biodynamic aerobic bed, and various organic matter processing and storage areas. Additional improvements involve animal housing and operational facilities, including a freestall barn, a maternity barn, twelve shade structures, calf hutches, and multiple storage barns and shops. The project is governed by the California Environmental Quality Act and required the preparation of an Environmental Impact Report, which was adopted on May 11, 2026. Regulatory oversight includes coordination with the California Department of Fish and Wildlife to mitigate impacts on special-status species and consultation with the Native American Heritage Commission to protect tribal cultural resources.
