The United States Army Corps of Engineers plans to award a noncompetitive firm-fixed-price contract to the Confederated Tribes of Warm Springs Reservation of Oregon prior to September 30, 2026, to support the management of historic properties impacted by the Federal Columbia River Power System. This contract is essential for ensuring the government honors tribal recommendations and priorities while fulfilling obligations under the 2009 Systemwide Programmatic Agreement and meeting cultural resource performance indicators. The contractor will conduct site visits to help establish National Register evaluation priorities and execute inventory tasks for traditional cultural properties of religious and cultural significance at the Bonneville, The Dalles, and John Day Projects. They will also engage tribal communities and the public through up to four community outreach events or school programs to promote awareness of the Columbia Basin’s cultural heritage. Additionally, the contractor will identify culturally sensitive archaeological sites requiring stabilization, develop site-specific preservation plans, and implement those measures at designated locations. The contract requires specialized knowledge and access to confidential tribal information that only the Confederated Tribes of Warm Springs possess, as a federally recognized tribe documented in the Federal Register. No other entity has the cultural authority, historical insight, or legal standing to represent the tribe’s interests or provide these services on their behalf, making this a unique and irreplaceable partnership. The solicitation was posted on June 25, 2026, with responses due by July 10, 2026, under NAICS code 541720, and the work will be performed primarily in Warm Springs, Oregon. The point of contact for inquiries is Lara Krauss of the U.S. Army Corps of Engineers, Portland District.
