The United States Navy, through the Office of Naval Research, is soliciting proposals for the development of conformal printed antennas for missile, weapon, and aircraft composite airframes under solicitation DON27TZ02-NV014. This Phase I STTR project aims to replace conventional discrete antenna elements and coaxial cabling with direct-write printed electronics, such as aerosol-jet or inkjet processes, to reduce parasitic mass and volume while eliminating signal loss. The primary technical objective is to integrate radiating elements onto curved carbon-fiber substrates with diameters between 70 mm and 130 mm, ensuring that environmental protection and coating schemes are co-designed to manage electromagnetic transparency and detuning effects. This total small business set-aside requires proposing firms to be registered in the SAM and SBA Company Registry. Proposals are evaluated based on technical capability, overall technical value, and cost, with a focus on the merit of the approach in achieving the stated objectives. Key deliverables for Phase I include a final report featuring technology base documentation, coating rationale, and a plan for Phase II. Compliance with MIL-STD-810H, MIL-STD-461G, and IPC-2292 is required, and awardees must meet specific CMMC cybersecurity levels to protect controlled unclassified information. Proposals must be submitted via the DSIP portal by January 6, 2027, adhering to strict formatting and page limits for the technical volume.

Full Description

Rockets, missiles, aircraft, and tactical weapons are extremely weight constrained. Antennas for Global Positioning Systems (GPS) (including anti-jam), command and control, telemetry, datalink, and seeker functions must coexist with structural, thermal, environmental constraints on curved airframes. Conventional fabrication produces these antennas as discrete elements mounted on brackets inside separate radomes, connected to receivers via coaxial cables and connectors. This architecture imposes parasitic mass, parasitic volume, signal loss through cables and connectors, and long-term reliability degradation as connectors corrode and radomes delaminate over shipboard storage life. Conformal printed antennas integrated directly onto composite airframe surfaces offer substantial advantages: reduced mass, reduced volume, eliminated cable and connector losses, and structural integration with the airframe itself. The technical challenge: printing radiating elements onto curved carbon-fiber substrates couples electromagnetic design with structural design, environmental protection, and the complex electrical interaction between printed conductors and the underlying conducting carbon-fiber substrate. Multi-material printed electronics, particularly aerosol-jet and inkjet direct-write processes, have matured to where conductors, dielectrics, and substrates can be co-deposited into conformal structures with controlled electromagnetic properties. The unaddressed capability is the integrated design of printed antennas on airframe substrates, with environmental protection co-designed for operational survival. The antennas shall be designed using direct-write printed electronics methods (aerosol-jet, inkjet, or comparable approaches) capable of multi-material co-deposition on curved composite substrates. Coating or environmental protection schemes shall be integrated into the design from the outset, with explicit treatment of electromagnetic transparency, loss, and detuning effects.

Strategic Environmental Research and Development Program Core Broad Agency Announcement
Solicitation # W912HQ27S0001
The Department of War’s Strategic Environmental Research and Development Program (SERDP) has issued a Broad Agency Announcement to fund research in Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. This initiative seeks innovative technologies and methods to improve performance, manage risks, and reduce costs for the Department of War. Both small and large businesses are encouraged to respond, with an anticipated total funding pool of approximately $10 million for multiple awards. The solicitation is governed by NAICS code 541715, and any large business or non-profit proposal exceeding $900,000 must include a Small Business Subcontracting Plan. The selection process is a multi-stage review consisting of a pre-proposal, a full proposal, and an oral presentation to the Technical Review Board. Pre-proposals must be submitted as a single PDF via the SERDP website by 2:00 p.m. Eastern Time on January 7, 2027. Evaluation is based on a threshold review of SERDP relevance, followed by a weighted assessment of technical merit, personnel, and cost. Full proposals will additionally be evaluated on a transition plan. All contracts will include mandatory cybersecurity requirements per DFARS 252.204-7012, and proposals containing restricted information such as ITAR or EAR data are not accepted.

Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE)
Solicitation # N0017326RGF02
The Naval Research Laboratory is soliciting proposals for a Cost-Plus-Fixed-Fee Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide Research, Development, Test and Evaluation (RDT&E) support for the Center for Corrosion Science and Engineering (CCSE). This small business set-aside effort has a maximum ceiling of 85 million dollars over a 60-month ordering period, with a performance period running from February 28, 2027, to February 27, 2032. The scope of work focuses on four primary areas: corrosion science and engineering, material science and environmental compatibility, marine coatings science and technology, and technology transfer, field demonstrations, and engineering support. The contract includes an initial Task Order 1 focused on warfighting platform readiness, requiring a total of 30,720 annual hours across 17 labor categories. The government will award the contract based on best value using a tradeoff process, prioritizing technical understanding and approach, followed by past performance, and then cost. Staffing and key personnel qualifications, including an IT Specialist IV and Program Manager IV, are evaluated as an acceptability factor. Due to the nature of the work, personnel must possess Secret security clearances, and the contractor must maintain a Top Secret facility security clearance. Performance is primarily based at the Naval Research Laboratory in Washington, DC, and requires strict adherence to OSHA safety regulations, NISPOM for classified shipments, and specific cybersecurity protocols to maintain network accreditations. Proposals must be submitted in five volumes, including a native Excel cost workbook, by the extended deadline of November 17, 2026.
