AI Contract Overview

The Marine Corps Logistics Command intends to negotiate a sole source bridge contract with PrimeTech International Inc. to manage and operate the USMC Consolidated Storage Program worldwide. Spanning from September 22, 2019, to March 21, 2020, this six-month agreement ensures the continued operation of 57 facilities across 21 geographic locations. The contractor is responsible for maintaining total asset visibility using Government-Owned Contractor-Operated facilities and various IT systems, including DPAS-WM, SSAVIE, and GCSS-MC. This noncompetitive action is justified to prevent a break in service that would negatively impact combat readiness for several major commands, including I, II, and III MEF and MARFORSOC. As the incumbent provider, PrimeTech International Inc. is deemed the only source capable of providing these highly specialized services without causing unacceptable delays. This bridge contract serves as a temporary measure while a competitive follow-on contract is pursued.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
