Construction Manager Agency - FS2

The City of Bloomington is soliciting proposals for a Construction Manager Agency (CMA) to oversee the demolition of the existing fire station and the construction of a new 21,200 square foot facility at 10601 Xerxes Avenue South, Bloomington, Minnesota. The project budget is not to exceed 21 million dollars, with a tentative schedule for construction document completion in January 2027 and planned occupancy by August 2028. The selected CMA will operate under an AIA C132-2019 agreement, providing comprehensive services including design phase estimating, scheduling, procurement identification, and full-time on-site project supervision and safety management during the construction phase. Proposals must be submitted electronically via the Bids and Tenders system by 11:00 AM on September 29, 2026. Evaluation is based on a weighted scoring system consisting of cost (30%), project personnel experience (25%), project schedule (25%), and project understanding and approach (20%). The contract requires the CMA to provide performance and payment bonds for 100 percent of the contract sum, as well as comprehensive liability and builder's risk insurance. Payments will be made monthly in proportion to services performed, governed by the Minnesota Prompt Payment Act.
