Dwan Clubhouse and Course Construction Manager at Risk (CMAR) – Request for Qualifications (RFQ)

The City of Bloomington is seeking a Construction Manager at Risk (CMAR) for solicitation 26-50 to lead the demolition and construction of a new clubhouse and the implementation of golf course upgrades at Dwan Golf Course, located at 3301 West 110th Street. The project has an approximate budget of 15 million dollars, conceptually split between 10 million dollars for the clubhouse and 5 million dollars for course improvements. The scope includes the total demolition of the existing facility and the construction of a new clubhouse featuring a pro shop, lobby, staff offices, ADA-accessible restrooms, and dining and event spaces for approximately 120 people, with capacity for 80 golf carts. Course upgrades will focus on bunker drainage, potential bunker redesigns, and tree relocation. The project emphasizes sustainability, incorporating geothermal and solar opportunities, and aims to bring the facility up to 2028 standards. The selection process consists of two stages, beginning with a Request for Qualifications (RFQ) to identify a cohort of firms based on their experience with golf facilities, CMAR delivery, and safety records. Short-listed firms will then be invited to a Request for Proposals (RFP) to determine the final Construction Manager under a Guaranteed Maximum Price (GMP) arrangement. Submissions are due by 11:00 AM on September 24, 2026, via the online Bids and Tenders system. The selected firm must comply with the City of Bloomington’s prevailing wage ordinance and adhere to a modified AIA Document A133-2019 agreement. Construction is anticipated to begin in fall 2027, with the clubhouse build expected to take eight to ten months.
