Location: The City of Pasadena is a diverse community that is home to approximately 142,017 people. Pasadena is the ninth-largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre. The median age of its residents is approximately 36.9 years. There are over 100,000 jobs in a wide variety of industries in the City of Pasadena. The Rose Bowl: The Rose Bowl Stadium, opened in 1922 and designated as both a National Historic Landmark and a California Historic Civil Engineering Landmark, stands as one of the most iconic sport and entertainment venues in the world. The selected CMAR's work must adhere to all legal requirements to maintain the Rose Bowl Stadium's designated Landmark status. Known globally as "America's Stadium," the venue has hosted five Super Bowls, two Olympic Games, and countless events of historic significance across college football, international soccer, concerts, and civic life. The stadium is an enduring symbol of excellence and pride for the City of Pasadena and the State of California. Rose Bowl Lasting Legacy Campaign: The Rose Bowl Lasting Legacy Campaign is a multi-phase initiative focused on eight major capital improvements timed around the 2028 Olympic Game. Rose Bowl Stadium Plumbing Infrastructure Project: Rose Bowl Stadium Plumbing Infrastructure Project lays the groundwork of the stewardship the Rose Bowl Lasting Legacy Campaign, renewing the core utility infrastructure on which every event at the venue depends. Through this campaign and its supporting capital projects, the RBOC seeks to preserve and elevate the venue's historic stature while preparing it to meet the demands of the 21st Century. The 100% Construction Documents title the three packages the Water, Sewer, and Gas Maintenance Projects; certain funding, design, and Board records refer to the same work as the Rose Bowl Stadium Plumbing Infrastructure Project. Both names refer to this Project. Impetus: At the stadium's 100-year mark, RBOC commissioned the Rose Bowl Sewer and Water Asset Management Plan, which found that most of the stadium's underground water and sewer lines have exceeded the typical 50-year design life, (some in service for as many as 85 years at the time of the report) and documented a history of pipe breaks repaired under emergency conditions rather than through planned replacement. Condition: The stadium is served by a single 12-inch lateral with a 10-inch meter (east side, near Gate B) carrying both domestic and fire protection demand. Distribution is a 12-inch ductile iron outer loop, an 8-inch segment, and a 6-inch cast iron inner loop dating to 1935. The venue sits in a flood plain on miscellaneous rock and old fill and has experienced subsurface movement and cave-ins that have ruptured utility lines. Record drawings for a system of this age are incomplete, and repeated leaks in the existing underground gas piping have been attributed to unstable soils that prior remediation has not resolved. The sewer system discharges to the City's collection system through a single 12-inch main at the south end of the brick plaza; a CCTV survey and NASSCO condition assessment has not yet been performed; it will be conducted as part of the Project, and the resulting condition report will be provided to Proposers by addendum if available prior to the Proposal Submission Deadline, or to the selected CMAR during Phase 1. Work: The water scope is maintenance replacement of aging mains. The designed water scope abandons the 6-inch cast iron inner loop, upsizes the 8-inch segment to 12-inch, and maintains a combined fire and domestic system for reliability and ease of operator maintenance. Sewer rehabilitation (Alternate 1) is by cured-in-place pipelining with major and minor spot repairs and selected new laterals, to be informed by the CCTV survey and NASSCO condition assessment once performed. Gas replacement (Alternate 2) abandons existing underground gas system in favor of new MDPE distribution following the water alignment in joint trench where possible.
