AI Contract Overview
The solicitation W9123626BA006 for the Fort Lee Vehicle Recovery Range project is a 100% competitive 8(a) Small Business Set-Aside under NAICS code 236220, targeting commercial and institutional building construction with a $45 million size standard. The scope requires the construction of 24 concrete turning pads, associated site drainage improvements, and road alignment and repair, executed in three sequential phases with the contractor granted access to only one phase at a time, and completion of each phase mandatory before advancing to the next. Options for phases two and three may be exercised by the government within 120 days after notice to proceed, and the entire project must be completed within 365 calendar days of the award. Work will occur at Fort Lee, Virginia, with access strictly controlled, requiring contractor personnel to comply with stringent security protocols including Force Protection Conditions, Random Antiterrorism Measures, and mandatory annual Antiterrorism Level I training via JKO. All materials must be handled in compliance with hazardous waste regulations under 40 CFR 262 and DOT standards under 49 CFR 172 and 173, with drums properly labeled, banded to pallets, and stored with adequate spacing. The contract is firm fixed price, evaluated solely on the lowest total bid price summing CLINs 0001 through 0003, with responsiveness and responsibility as mandatory pass/fail gates requiring full pricing on all line items and demonstrated organizational capability. The contractor must submit electronic invoices via ENG Form 93 through the Resident Management System with monthly submittal registers and exposure reports, and failure to provide IRS Form W-14 triggers a mandatory 2% withholding. A detailed quality control plan must be approved before any work begins, followed by strict inspection protocols for all construction phases, with final acceptance determined by in-place material performance rather than lab results. The project incorporates extensive FAR and DFARS clauses including safeguards for defense information, whistleblower rights, bonding requirements for contracts exceeding $150,000, prevailing wage compliance, and Buy American provisions. Offerors must be SAM-registered, certified as a small business under the specified NAICS code, and submit all representations electronically, while proposals must be submitted exclusively through PIEE in Adobe PDF or Microsoft Office formats, free of embedded media and verified virus-free.

Full Description
Amendment 0001: An amenedment has been made to Solicitation W9123626BA0006. Please see attachment SF30, Solicitation Amendment W9123626BA006_0001, to view the summary of changes, including site visit information.
The purpose of this project is to construct 24 concrete turning pads, along with required site drainage improvements and road alignment and repair as necessary. The contract will be executed in three distinct phases, with the contractor granted access to only one phase at a time. Completion of each phase is required before proceeding to the next. The remaining phases (two and three) will only be performed if the options for phases are exercised. During construction activities in one phase, the Army will conduct training operations in the remaining two phases. Each turning pad, as identified in the project drawings, will require excavation of the existing roadbed and placement of concrete in accordance with the design specifications. Storm drainage systems will be installed to ensure positive site drainage throughout the construction process. Upon proper curing of the concrete turning pads, the connecting roads will be regarded and aligned to seamlessly integrate with the pads, as detailed in the contract drawings.
