Description:
The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (“County”) to obtain the services of a qualified General Contractor (“Contractor”) to construct the Route 50 and Everfield Drive (Route 3423) Roundabout (the “Project”).
The Project is part of the County’s ongoing efforts to improve safety, traffic flow, and access along the Route 50 corridor in Aldie, Virginia. Located within the Blue Ridge Election District, this intersection serves a growing residential area and is experiencing increasing traffic volumes. The roundabout is intended to reduce crash risks, calm traffic, and enhance operational efficiency at a key access point for local neighborhoods. This improvement aligns with recommendations from County transportation studies and supports the goals outlined in the County’s Capital Improvement Program.
The Project will convert the existing unsignalized intersection of Route 50 and Everfield Drive into a single-lane roundabout, with roadway approaches realigned and widened as needed to facilitate operations. Improvements will also include storm sewer and drainage upgrades, pedestrian facilities, roadway signing and pavement marking, and implementation of a multi-phase traffic management plan.
The general scope of work includes, but is not limited to, all surveying, construction layout, maintenance of traffic, earthwork (including the removal of unsuitable material), rock excavation, erosion and sediment control, environmental controls, safety procedures, and full compliance with all applicable permits. Required permits include, but are not limited to, Virginia Stormwater Management Program (VSMP)/Stormwater Pollution Prevention Plan (SWPPP) requirements, Virginia Department of Transportation (VDOT) Land Use permits, and other environmental permits.

An optional Pre-Bid Conference will be held virtually on July 9, 2026, at 11:00 a.m. to provide clarification on the project requirements and expectations outlined in this solicitation.
