AI Contract Overview
The contract for Lab Row Staging Space Renovations at the NOAA Western Regional Center in Seattle, WA, is a firm-fixed-price, small business set-aside solicitation under NAICS code 236220, issued as RFQ 1305M326Q0271 with a response deadline of August 5, 2026. The work encompasses commercial construction services for rooms 1074 through 1077, including demolition, architectural modifications, and installation of mechanical, electrical, plumbing, and fire protection systems, while excluding sprinklers, card readers, diffusers, fire alarms, and low-voltage work. Key scope items involve infilling wall cavities for a one-hour fire rating in corridors, relocating doors and welded frames, patching plaster, painting vertical surfaces with one prime and two finish coats, installing wood or metal blocking for casework, and upgrading flooring with epoxy resin limited to the staging space floor, with final color selection to be made from the contractor’s chosen manufacturer’s standard palette. Electrical circuitry from demolished offices will be repurposed to support six new outlets without requiring additional circuits, and existing double doors are confirmed not to be fire-rated. The contractor must comply with all construction wage rate requirements, Buy American provisions, and environmental controls, and is required to provide performance and payment bonds as mandated by FAR 52.228-15. All personnel performing work must be U.S. citizens or legal immigrants, subject to security screenings, badge issuance, and inspections of personal effects. The contractor must submit an Asbestos-Containing Materials Certification, maintain active SAM registration, and provide UEID and CAGE code with the quote. A detailed technical approach, experience with building restoration, past performance, and price will be evaluated for award, with non-price factors significantly more important than cost. The schedule requires a post-award preconstruction conference with the Project Manager, Superintendent, SSHO, and QCM, who are permitted to hold multiple roles simultaneously. Invoicing must occur monthly through the IPP system, with payment terms Net 30, and final inspection requires ten working days’ notice and sign-off from the Site QC Manager. Contract administration will be managed via FedConnect, and the period of performance is one year after receipt of the notice to proceed, with no option periods. All amendments, including revised drawings and answers to contractor inquiries, are incorporated into the RFQ and must be considered in the submission, with inconsistencies

ADD ANSWERS TO CONTRACTOR QUESTIONS
1. Is the current electrical receptacle circuit(s) independent per current office configuration? Will the existing circuitry support future use once construction is completed? During demolition of the existing offices, circuitry in the area will be abandoned.
Answer - These abandoned circuits will be repurposed for the 6 new outlets shown on the drawings.
2. Will additional electrical circuitry be required?
Answer - No. Repurpose the abandoned circuitry from demolition.
3. What is the color choice for the final finish of epoxy resin flooring in the corridor and the staging space?
Answer - Color selection has no impact on pricing. The Contractor will submit to the Government the epoxy flooring manufacturer they intend to use. A final color selection will be made from that manufacturer's available standard colors.
4. It appears that hallway walls do not go all the way up to the pan deck. In order to achieve a 1-hour fire rating, as noted on the drawings, the walls would need to extend all the way up to the pan deck. Are we to completely enclose the lab with 1-hour fire-rated walls all the way up to the pan deck?
Answer – No
5. Are the existing double doors that are to be reused 1-hour fire-rated (in drawing 1)?
Answer – No
6. Please publish the site visit sign-in sheet.
Answer - We cannot publish the sign-in sheet.
7. Can the Superintendent, SSHO, and QCM roles dual or triple hat?
Answer – Yes
8. If dual and triple hatting is allowed, which roles can be performed by a single person?
Answer - All above - single person
9. Epoxy is limited to only the staging space floor.
