Consultant to Address Over-Representation of BIPOC Youth in Juvenile Justice System

The North Dakota Juvenile Justice State Advisory Group is seeking a consultant to help combat the disproportionate representation of Black, Indigenous, and other youth of color within the state’s juvenile justice system. This initiative is grounded in the group’s strategic plan and aims to refine policies, practices, and funding approaches to reduce BIPOC youth involvement. The consultant will engage closely with BIPOC communities, local service providers, and public agencies, emphasizing direct feedback from youth and families, developing action plans, identifying funding sources, and creating pilot programs to improve access to prevention services. Activities will also include leading strategic planning sessions, conducting service gap analyses, supporting cultural competency training, and ensuring coordination with existing county-level efforts. The contract spans 24 months, from October 1, 2025, through September 30, 2027, with primary engagement in Burleigh County, but with goals for statewide application. Eligible bidders must have substantial experience working with BIPOC communities on juvenile justice issues within North Dakota. Preference is given to BIPOC individuals and to organizations not currently engaged in service provision, to avoid conflicts of interest. Contractors must be federally registered and pass screening for eligibility to receive federal funding. The estimated value of the contract ranges from $50,000 to $200,000.
