Consulting and Advocacy Services

The Western Regional Off-Track Betting Corporation (WROTB) is soliciting proposals under solicitation number 2140015 for consulting and advocacy services to support its legislative and regulatory interests within New York State. The scope of work includes monitoring non-legislative changes in rules and regulations from state agencies, preparing communication materials and testimony for elected officials, and developing action plans to secure funding and infrastructure financing. The contract is for an initial term of one year following board approval, with the possibility of two additional mutually agreed upon years. Award recommendations will be made by an evaluation committee based on submitted Statements of Qualifications, with the option for oral presentations and business site investigations.
